normal style="text-indent:21.0000pt;line-height:150%;" >三峡船闸集中监控系统和三峡升船机集中监控系统属三级信息系统，已在宜昌市公-安局备案。按照《信息安全等级保护管理办法》（公通字[2007]43号）规定，三级信息系统每年至少进行一次等级保护测评。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2020—2022年每年对三峡船闸集中监控系统和三峡升船机集中监控系统进行一次等级保护测评，测评单位每年出具等级保护测评报告和风险评估报告，并提出整改建议。

3．投标人资格要求

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.1 本次招标要求投标人须具备以下资质条件和业绩要求，并具有实施本项目的相关能力：

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（1）资质条件：投标人应具有公-安部审核认定的信息安全等级保护测评机构推荐证书（有效期内）；

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（2）业绩要求：2016年1月1日（以合同签订时间为准）以来，承担过三级及以上信息系统等级保护测评业绩。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.2 本次招标不接受联合体投标。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.3 投标人不能作为其他投标人的分包人同时参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。
