1.The People's Republic of China has received financing from the Asian Development Bank (ADB) towards the cost of Jiangxi Fuzhou Urban Integrated Infrastructure Improvement Project, and it intends to apply part of the proceeds of this financing to payments under the contracts named below for Procurement for Electric Bus of Fuzhou (the “Goods”). Bidding is open to bidders from eligible source countries of ADB.

2.The Jiangxi Fuzhou Investment Development Co., Ltd. (the “Purchaser”) invites sealed bids from eligible bidders for the following supply of goods and related services.

Contractual Experience:

Successful completion as main supplier within the last five years (Year 2014 to 2018), of at least three contracts each valued at CNY 15 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

Technical Experience:

The Bidder shall demonstrate that the similar type and specification of offered goods hA/Ve

1.been in production for at least 3 years (Year 2016 to 2018), and

2.been sold a minimum of 50 units of similar type and specification over the last three (3) years (Year 2016 to 2018);

3.been in operation for a minimum of 2 years.

Production Capacity

The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).

3.International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Procedure and is open to all Bidders from eligible countries as described in the Bidding document.

8.When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding document.
