？1)是否接受代理商投标：接受，代理商应得到制造商同意其在本次投标中提供该货物的正式授权书。
Bid by Agent:？Acceptable,？the Bidder should？be duly authorized by the？goods' Manufacturer or Producer to supply？the goods？in this bidding project.
2)是否接受联合体投标：不接受

3)制造商应具有中国国家质监局颁发的特种设备制造许可证 、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内,投标时提供有效证书复印件；
The manufacturer？should hA/Ve？at least one certificate through the Manufacturer license of Special？Equipment？People’s Republic？of China issued？by General Administration of？Quality Supervision (Certificate？level for cryogenic valves:A2(2))、Certificate for TypeTest of Specific Equipment and certificate？for pressure equipment ，and the certification should be？within the period of validity.？Provide copies of valid certificates.
？？？4)球阀制造商必须具有API 607或API 6FA或ISO10497防火证书，认证机构应为Lloyd's、BV或DNV等，且认证范围要包括本次投标所提供的阀门类型、口径及压力等级范围，投标时提供有效证书复印件。
？？？？Vendor should provide API 607 or API 6FA or ISO10497 fire testcertification offered by Lloyd's, BV or DNV. The certification should cover allvalve type, size and pressure class in this project，Provide copies of valid certificates..
2.2 业绩要求：
Requirement for？Bidder's reference:
自2009年1月1日至2018年12月31日 至少具有1座LNG接收站 唇式密封深冷球阀运行业绩，其中有一个单项合同供货业绩包含至少2台尺寸≥6寸且磅级≥900LB的深冷球阀。3寸及以上深冷球阀LNG接收站累计业绩供货数量不低于100台。
From January 1,2009 to December 31, 2018(the signing date of contract), shall hA/Ve at？least？1？LNG receiving stations (no less than 2？million tons per？year ) operation？performance of Lip sealed cryogenic ball valves.？Among them, there is a single contract delivery performance including at least？two cryogenic ball valves with a size ≥6 inches and？a class 900LB or more.
3 inch？and above cryogenic ball valve for LNG receiving station Cumulative supply？performance not less than 100 units.
？？？？？投标人须提交有效的业绩表和相关证明文件 。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型 、装置名称及规模 、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
？？？？？Bidders？shall submit valid？performance？statements and relevant supporting documents (1. Relevant？chapters？copies of contract, and 2. User'son-site commissioning report or？user's certificate？of use).The relevant？documentary evidence must embody at least the following contents: the signing？time of the contract, the name of the goods？and？the？type？of？the？goods(Lip sealed cryogenic ball valves), the？name？and？scale？of？the？equipment(LNG receiving stations no less than 2？million tons per？year ),？the quantity of goods supplied,？the？size？and？class？of？valve. Failure to submit a relevant documentary evidence for their？reference or failure to verify the above information will be？regarded as？invalid performance.
？？？？授标前招标人保留调查考察业绩是否良好运行的权利，一旦查实不良表现，按业绩造假处理。任何时间发现标书中文件造假或不真实，除没收投标保证金外，对已中标的取消中标资格，同时招标人保留索赔权利。？The purchaser retains？right to investigate whether the bidder’s performanceis in good operation. once any poor performance is verified, its will be deemed？as fraud. If the performance certificates in the Bid documents are found to？be disinformated or false at any time, the bidder shall be disqualified from？winning the bid except for the confiscation of the bid security, and the？purchaser shall retain the right to claim compensation.
