招标公告

中国南航集团进出口贸易 受招标人南方航空货运物流（广州） (以下简称“招标人”)的委托，现对货运物流（货航）河内仓储代理服务项目（重招）进行公开招标。

1、招标项目简介

1.1 招标项目

1.2 招标编号：0761-1940CSN02299。

1.3 项目类别：服务类；

1.4 资金来源：企业自筹资金；

1.5 招标内容、数量、限价或预算。

项目内容：负责南航在越南河内国际机场仓储代理服务。

项目预算：人民币3500万/5年。

投标人对项目包含所有服务内容进行报价，超过上表单项最高限价的投标报价视为投标无效。

采购数量及金额：本次公开招标发出的预估数量和金额，仅为在合同有效期内可能发生项目的预计数，并非完全确定的需求，并不作为招标人向投标人作出的具体项目承诺；如招标人在合同有效期内未下达采购订单或未足额下达采购订单，不构成招标人违约，投标人不得追究招标人违约责任。招标人有权对实际采购数量作适当增加或减少，固定单价不再进行相应调整，结算以实际采购数量为准。

1.8 本项目只接受购买本招标文件的投标人投标。

2、投标人资格要求

参加本项目投标的投标人必须符合下列要求：

2.1 投标人必须具有独立法人资格。【投标人是境内单位的提供单位及单位在项目当地分支机构营业执照复印件加盖公章，投标人是境外单位的提供所属国的公司登记证书复印件】

2.2 投标人承诺2018年以来没有发生过重大的安全事件。【提供承诺书，格式自拟】

2.3 本项目不接受没有购买招标文件的单位投标。

2.4 本项目不接受联合体投标。

3、招标文件的获取

3.1 招标文件每套售价￥2000/$300，售后不退。

6、招标程序终止说明

本项目在执行过程中，如果出现第二次公告后合格投标人少于三家的情况，则本项目的公开招标程序终止。本项目后续开展的评审、结果公示等程序属于非招标采购流程，按南航内部非招标采购规则执行。

If the tenderee does not place the purchase order or does not place the purchase order in full within the validity period of the contract, it shall not constitute a breach of contract by the tenderee, and the bidder may not hold the liability of breach of contract by the tenderee. The tenderee shall hA/Ve the right to appropriately increase or decrease the actual purchase quantity, and the fixed unit price will not be adjusted accordingly. 1.8 This project only accepts the bid from the bidder who purchases the bidding document.

2. Qualification Requirements For Bidder

The bidder who participates this project must satisfy all the following requirements:

2.1 The Bidders must hA/Ve independent legal qualification.【If the bidder is the domestic company, it shall provide the copy of the business license and the copy of the business license of the local branch offices of the project. The copy must be stamped with official seal.. If the bidder is the foreign company, it shall provide the copy of the company registration certificate of the country.】

2.2 The bidders must make a commitment that there is no serious security incident since 2018. 【Provide letter of commitment, the format can be made by itself.】

2.3 This project does not accept the company which has not purchased the bidding documents to bid.

2.4 This project dose not accept the joint bid.

3. Acquisition of Bidding document

3.1 The price of each set of bidding documents is ￥2000/$300, which is non-refundable after sale.

3.2 Time for purchase of bidding document: from 2019-10-23 to 2019-11-3;

6. Explanation for termination of bidding procedure

During the implementation of this project, if there are less than three qualified bidders after the second announcement, the open bidding procedure for this project will be terminated. The procedures for reviewing and publicizing the results of the follow-up project of this project belong to the non-bidding procurement process and are implemented according to the internal non-bidding procurement rules of China Southern Airlines.
