2 项目资金来源：本项目由上海电力股份有限公司、中航国际成套设备有限公司、土耳其投资方共同出资建设，上海电力股份有限公司为控股方，注册资金占总投资的20％，其余资金由融资贷款解决。
6 项目整体进度：本期工程两台机组计划于2021年建成投产。

三、投标人基本资格要求
Basic qualifications on tenderers
1 资格要求
Qualifications
1.1 投标人应具有独立订立合同的法人资格，不接受联合体投标。
Tenderers shall act as a legal corporate that can independently sign the contract. The tender from the consortium of tenderers is not accepted.
1.2 具有完善的质量保证体系，必须持有国家认定的有资质机构颁发的ISO9000系列认证书或等同的质量保证体系认证证书；在专业技术、设备设施、人员组织、业绩经验等方面具有设计、制造、质量控制、经营管理等方面的相应资格和能力。
Tenderers shall have a well-maintained quality control system and process ISO9000 series certificates or same-level quality control certificates issued by eligible institutes authorized by the state. Tenderers shall process qualifications and capabilities in design, manufacture, quality control, operational management etc. in the fields of technical expertise, facility and equipment, personnel mobilization and past references etc.
1.3 投标人具有设计、制造与招标设备相同或相近的设备的能力，在安装、调试和运行中未发现重大的设备质量问题或对曾发生的问题已有有效的改进措施。
Tenderers shall process the capability of designing and manufacturing the tendered equipment or similar equipment. No major quality defects occurred during assembly, testing and operation or the defects have been removed by effective measures.
1.4 最近三年内没有发生骗取中标、严重违约等不良行为；在国家电力投资集团公司《供应商合同执行/招投标行为不良记录信息采集表》无不良记录的厂家。
Tenderers shall not have misconducts, such as fraud, serious violation of contract in the past three years. The tenderers shall not be listed in “A Record of Supplier’s Misconducts in Contract Enforcement/Tendering Behaviors” by State Power Investment Corporation.
1.5 具有良好的银行资信和商业信誉,没有处于被责令停业、财产被接管、冻结、破产状态。
Tenderers shall process good financial credits and business ethics. Tenderers shall not have been forced to shut down and the assets shall not have been taken over, frozen or bankrupted.
1.6 经营状况良好。最近两个报告期未发生连续亏损或资不抵债的情况（提供近三年经审计的财务报表）。
Tenderers shall operate the business well. No continuous deficit or insolvency occurred during the latest two years of financial statement. (Please provide the audited financial statement in the last three years.)
1.7 国内有厂家直接供货的设备，原则上不接受中间代理机构的投标。
If the equipment can be supplied directly by manufacturers in China, the tenders submitted by the intermediate agencies are not accepted in principle.
2 业绩要求

投标人产品须在8年内至少具有2台600MW及以上火力发电机组发电机出口断路器2年及以上商业运行的业绩；同时在8年内至少有1个海外火力发电项目发电机出口断路器商业运行的业绩。 The Tenderer’s product shall in 8 years have the reference of 2 sets of GCB equipment in commercial operation for at least 2 years in thermal power plant projects with the unit capacity no less than 600MW. Meanwhile, the Tenderer’s product shall in 8 years have the reference of at least 1 oversea project in commercial operation. |
2.2 投标的产品若采用引进技术的，投标人应提供相关的授权文件，以证明其允许进入土耳其市场。同时，投标人应承诺：若投标的产品引起相关知识产权纠纷的，所造成的后果均由投标人承但。
If the imported technology is utilized, the tenderer shall provide relevant authorized documents to prove the technology is allowed to enter Turkish market. At the same time, the tenderer shall commit that all the consequences shall be taken by the tenderer if the tendered equipment cause any breach of intelligence properties.
2.3 投标人应提供同类型设备的业绩文件，包括设备使用单位、合同签订时间、安装投产时间和设备运行情况的说明以及设备曾经发生过的缺陷以及改进效果。
Tenderers shall provide the references of similar equipment, including the users of the equipment, contract signing date, assembly and operation dates, operation status as well as the occurred defects and updating effects.
