一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受中电建武汉建设管理有限公司（以下简称“招标人”）委托，中国电建集团铁路建设有限公司（以下简称“招标机构”）以公开招标方式采购武汉市东西湖中部片区雨污分流改造及排水系统完善工程PPP项目107国道排水工程混凝土采购项目，计划使用项目建设资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>东西湖中部片区雨污分流改造及排水系统完善工程PPP项目位于东西湖中部片区，包括吴家山片区、长青片区、径河及海口片区三个片区雨污分流及排水系统完善工程。107国道箱涵排水工程系军运会配套工程，设计路段属于吴家山城区雨水排放系统。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>招标范围为混凝土现场交货价：包括（但不限于）混凝土成本价、运杂费（含运费、过路费等）、装卸车费、保险费、管理费（包括销售费、服务费、财务费等）、利润、税金、培训、检测和缺陷责任期的服务等费用。

normal style='text-indent:24.0pt;line-height:20.0pt'>(2)以上招标数量为初步设计估算数量，最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、包件划分：本次混凝土采购共2个包件，每个包件拟定1家中标单位。

normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货时间：2019年2月至本合同工程结束，根据施工进度分批交货。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、交货

normal style='text-indent:24.0pt;line-height:20.0pt'>7、质量要求：按第七章 技术规范要求执行。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1投标人应为在中华人民共和国境内注册的企业，具备独立法人资格，注册资金达到1000万（含）以上；

normal style='text-indent:24.0pt;line-height:150%'>1.2投标人在近三年内（2016年1月至今）的至少具有3个以上且单项合同金额在500万元以上的供货业绩（附合同扫描件）；

normal style='text-indent:24.0pt;line-height:150%'>1.3投标人应具有商品混凝土的生产销售资质，禁止共用同一资质进行投标；

normal style='text-indent:24.0pt;line-height:150%'>1.4 原则上拌合站到项目的运距不超过20公里。

normal style='text-indent:24.0pt;line-height:150%'>1.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目投标。

normal style='text-indent:24.0pt;line-height:150%'>1.6财务状况：

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>（1）有近三年内经第三方审计的审计报告，资产负债结构合理，具备一定的盈利能力；

normal style='text-indent:24.0pt;line-height:150%'>（2）企业的现金流表现正常，资金周转不存在困难。

normal style='text-indent:24.0pt;line-height:150%'>2、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的投标人资格要求并有意向参加投标者，请在中国电力招标采购网（http://ec3.powerchina.cn）注册并通过审核后，上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:20.0pt'>投标人法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）和购买招标文件经办人身份证扫描件。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、已注册、上传合格资料的，请于2019年1月18日至2019年1月24日17时 00 分（北京时间）前在中国电力招标采购网（http://ec3.powerchina.cn）免费下载招标文件。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年 2月16日 10时00分（北京时间），投标

normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、下载招标文件前须在中国电力招标采购网通过招标机构合格供应商审查，成为招标机构合格供应商后方能进行招标文件的下载、投标文件递交和开标。未办妥成为合格供应商造成无法下载、递交和开标的，责任自负。
