中国神华国际工程有限公司受神华国华（印尼）爪哇发电有限公司的委托，对神华国华（印尼）爪哇发电有限公司外围生产(含燃料)辅助运行及燃料、码头设备维护项目进行国内公开招标，现邀请合格的单位参加投标。
Entrusted by PT.Shenhua Guohua Pembangkitan Jawa Bali, China Shenhua International Engineering Co., Ltd. invite public bidding in China for the PT.Shenhua Guohua Pembangkitan Jawa Bali Plant Peripheral Produion (Including Fuel) Auxiliary Operation and Fuel and Jetty Equipment Maintenance Proje, hereby qualified organizations are invited to the bidding.

2 招标范围及内容：
2 Scope of the bid and proje:
神华国华（印尼）爪哇发电有限公司外围生产(含燃料)辅助运行及燃料、码头设备维护全部工作内容，包括提供为完成该项目所需要的所有消耗性材料。具体工作范围内容见招标文件第五章描述。
All work of the PT.Shenhua Guohua Pembangkitan Jawa Bali Plant Peripheral Produion (Including Fuel) Auxiliary Operation and Fuel and Jetty Equipment Maintenance Proje, including all consumable materials necessary for completion of this proje. For detailed scope and content of work, refer to the description in Chapter V in the Bidding documents.
3 资金来源：企业自筹。
3 Source of funds: financed by the Bidder.
4 项目实施地点：印度尼西亚共和国万丹省西冷摄政区。
4 Proje location: Serang, Province of Banten, Republic of Indonesia.
5 工期：计划2018年10月01日至2025年09月30日，具体时间以合同工期为准。
5 Duration: Planned from O. 1, 2018 to Sep. 30, 2025, subje to the duration as specified in contra.
6 投标人资格要求(需同时具备以下条件)：
6 Bidder qualification requirements (subje to all of the following conditions):
6.1. 中华人民共和国或印度尼西亚共和国境内注册的企业法人，经营范围包含所投标项目相关内容。持有有效的营业执照。未被工商行政管理机关在市场主体信用信息公示系统中列入严重违法企业名单；
A business entityregistered inthe People’s Republic of China or the Republic of Indonesia, withbusiness scope coveringthe content related to the bid proje. Hold valid business license. Not put on the list of enterprises in serious violation of lawsin the market entity credit informationpublicity system bythe industry and commerce administration authorities;
6.2 具有有效的安全生产许可证；
HA/Ve valid safety produion license;
6.3 具有中华人民共和国颁发的电力工程施工总承包一级或机电工程施工总承包一级或建筑机电安装工程专业承包一级及以上资质，或印度尼西亚共和国颁发的电力服务支持许可证（IZIN USAHA JASA PENUNJANG TENAGA LISTRIK）；
Hold the certificate of Grade I qualificationto carry out general contraing of eleric power proje construion or eleromechanical proje construion or hold the certificate of Grade I and above qualification to carry out professional contraing of building and eleromechanical installation projes issued by the People’s Republic of China, or hold the eleric power service supportlicense issued by the Republic of Indonesia (IZIN USAHA JASA PENUNJANG TENAGA LISTRIK);
6.4 2012年1月1日起至招标公告发布之日止，具有连续3年中国境内1000MW或者印尼境内600MW及以上容量等级燃煤发电机组输煤及脱硫系统日常维护业绩，同具有时连续3年200万吨/年及以上码头实际卸煤量的火力发电厂燃料系统整体日常维护业绩，且安全、质量状况良好，无维护原因造成影响主要设备长期稳定运行的缺陷（附合同和用户证明，以合同工期为准）；
From Jan.1, 2012to the announcementdateof notice of invitation for bid, hA/Ve performance in the daily maintenance ofcoal handling and desulphurization systems of coal-fired power generator setswith capacity of 1000MW and abovein China orof 600MWand above in Indonesia for three years consecutively, andhA/Veperformance in overall daily maintenanceoffuel systemsof thermalpower plantswithaual coal unloading capacityof2 million t/a and above at dock for three years consecutively, and the safety and quality status is good, without any defe caused bymaintenancethat affesthe long-term stable operation of main equipment(contras withcontra construion periodwithin the said time frame and certificates issued by corresponding users shall be provided);
6.5 具有有效的质量体系认证证书；
HA/Ve valid quality system certificates;
6.6 神华集团限制准入的投标人不允许投标；
The bidder whose access is restried by Shenhua Group is not allowed to bid;
6.7 2012年01月01日起至招标公告发布之日止无安全生产事故，无质量事故（附承诺函）；

6.8 2012年01月01日起至招标公告发布之日止，没有处于被责令停业或破产状态，财产未被接管、冻结，财务状况良好；
From Jan.1, 2012to the announcement dateof notice of invitation for bids, notordered to suspend produion or became bankruptcy, and propertiesnottaken over or frozen, withgood financialstatus;
6.9 单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加项目投标；
Different organizations in which the person in charge is the same person, or with holding, or management relation are not allowed to participate in the proje bidding at the same time;
6.10 本项目不接受联合体投标、不允许分包；
Joint bidding is not accepted, and subcontraing is not allowed;
6.11 中标单位如为中华人民共和国境内注册的企业法人，从接到中标通知单后，三个月内完成印尼PT公司注册（附承诺函）。
If the bid winner is a business entityregistered inthe People’s Republic of China, it shall complete Indonesian PT company registration within 3 months after receiving the letter of acceptance(with commitmentletter provided).
7 招标文件的获取：

招标文件售价人民币1000元/套，售后不退，购买方式详见招标公告附件。
Each set of the Bidding documents is sold at RMB 1000 Yuan, and no refund shall be claimed once sold. For the purchasing method, see the attachment to the Bidding Notice.
郑重说明：投标人须提前在《.cn》上完成信息注册登记，完成注册并成为会员（办理流程详见）的投标人方可登陆中国神华国际工程有限公司集成业务系统参与招投标活动。
important note: The Bidders shall register on Shenhua Bidding Website (, hereafter referred to as "the Website") before submission of bids. The Bidder can visit the integrated business system of China Shenhua International Engineering Co., Ltd. to participate in the bid only after completing the registration process and becoming a member.
购买招标文件为一个必须且单独的流程，请勿与投标人注册和复审步骤混淆。请投标人在购买招标文件截止时间前提出购买招标文件申请，购买申请将在一个工作日内审核，审核通过后72小时内需进行标书款支付，请投标人关注审核情况并及时进行付款操作，否则造成购买招标文件失败不能参与投标等一切后果由投标人自行负责。
The purchase of the Bidding documents is a necessary and separate process. Do not confuse with the bidder registration and review steps. Bidders shall apply for the purchase of the Bidding documents before the deadline for purchase of the Bidding documents. The application will be reviewed within one working day. Bidders shall pay for the Bidding documents within 72 hr after its application is approved. Bidders shall pay close attention to the review processes and make timely payment. Otherwise, Bidders shall bear the responsibility for failure to purchase the Bidding documents and to participate in the bid.
购买招标文件时间：2018年2月5日至2018年2月12日，每日上午08:30时至11:30时，下午13:30时至16:30时（北京时间，法定节假日除外）。
Bidders may purchase the Bidding documents from February 5, 2018 to February 12, 2018 at 08: 30AM to 11:30AM and 1:30 PM to 4: 30 PM (Beijing Time, legal holiday excluded);

投标文件请于开标当日投标截止时间前递交至开标地点，逾期送达的或者未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人不予受理。各投标人应派授权代表出席开标会议。
Tender documents shall be submitted to the place of bid opening ___________before the bid deadline on the day of bid opening; the Tender documents which are delayed in delivery or not delivered to the designated place or not sealed as required in the Bidding documents will not be accepted. The authorized representative of each bidder shall attend the bid opening meeting.
