3.1项目名称：湛江国际机场航站楼方案征集

3.1 Proje name: RFP for Terminal of Zhanjiang International Airport

 

3.2项目规模：本期飞行区等级按4C建设。新建一条长2800米的跑道，跑道西北-东南走向，新建一条与跑道等长平行滑行道，站坪面积约24万平米，共 30个机位（其中近机位21个，远机位9个），候机楼设计建筑面积5.8万平米，停车场面积5.6万平方米。

3.2 Proje size: The flight zone of this phase is planned as Grade 4C. The proje includes a new 2,800-meter-long northwest-southeast runway, a new parallel taxiway in the same length as the runway, an apron of about 240,000 sqm offering 30 stands (o/w: near stands: 21; remote stands: 9), and a terminal building of 58,000 sqm with a garage of 56,000 sqm.

远期飞行区等级升级为4E。远期跑道延长400米，达3200米，新建第二条平行滑行道，航站楼建筑面积达12万平米，停车场面积12.1万平方米。湛江国际机场将建设成为一个具有定期国内、国际航班的民用干线机场。

In the far future, Zhanjiang International Airport will be developed into a civic trunk airport with regular domestic and international flights, with the flight zone upgraded to 4E, the runway extended by 400m to 3200m, a second parallel taxiway added and the terminal building and garage expanded respeively to 120,000 sqm and 121,000 sqm.

 

3.3投资估算：本期航站楼及陆侧道路、停车场等投资估算约11.6亿。

3.3 Investment estimate: The investment in the terminal, landside roads and garage of this phase is estimated to be approximately RMB 1.16 billion yuan.

 

4. 设计内容

4. Design Contents

进行下列内容（但不限于）设计，最终提交唯一的推荐方案。

The RFP includes but be not limited to the following design contents. only one recommended design proposal is to be submitted.

 

1、设计范围：湛江机场的本期航站区用地面积约为57公顷，航站楼建筑面积约为58000平方米。

1. Design scope: The terminal area of this phase occupies a land area of about 57 ha. and the terminal floor area is about 58,000 sqm.

 

2、航站区平面规划布局方案，包括：

2. Site planning and layout of the terminal area, including:

（1）航站区空侧站坪和跑滑系统平面设计；

(1) Layout design of airside apron and runway and taxiway system of the terminal area;

（2）航站区空侧飞机和地面服务车辆运行模式设计；

(2) Operation mode design of airside aircraft and ground service vehicles of the terminal area;

（3）航站楼以及航站楼前停车场和航站楼前交通设施（含高铁等地下轨道交通设施）等的方案设计。

(3) Design of terminal and garage/transportation facilities (including such underground rail transit facilities as high-speed railway) in front of the terminal.

3、航站区建筑及环境景观方案设计，包括：

（1）航站楼建筑方案设计。

(1) Architeural design of the terminal;

（2）航站区景观方案。

(2) Landscape design of the terminal area.

4、航站楼流程方案设计：旅客、行李、货物处理系统方案及流程分析、设计。4. Flow design of the terminal: Design of passenger, luggage and freight handling system; flow analysis and design.

5、提出投资估算。

5. 奖金及补偿费

5. Bonus and stipend

第一名方案的设计单位奖励费用人民币600万元整；

Winner of the 1^st place will be awarded a bonus of RMB 6 million yuan;

第二名方案的设计单位奖励费用人民币200万元整；

Winner of the 2^nd place will be awarded a bonus of RMB 2 million yuan;

第三名方案的设计单位奖励费用人民币100万元整；

Winner of the 3^rd place will be awarded a bonus of RMB 1 million yuan;

第四名--第六名的设计单位补偿费用人民币30万元整。

Design firms ranking the 4^th , 5^th and 6^th places will each be compensated with a stipend of RMB 300,000 yuan.

排前三名方案的奖励费用在征集方案公示期结束无异后20个工作日内一次性支付80%，其余20%的奖励费用按征集组织单位的要求完成设计技术交底后20个工作日内一次性付清。后三名方案的补偿费在公示期结束无异后30个工作日内一次性付清。以上奖金和设计补偿费的税金由设计单位承担，设计单位参加征集的所有费用均由其自行承担。

80% of the bonuses for the winners of the first three places will be paid within 20 working days upon conclusion of the publicity period of the design proposals with no objeion received, while the remaining 20% will be paid off within 20 working days after the corresponding designers make technical clarifications as per the Organizer’s requirements. The stipend for the last three places will be paid off within 30 working days upon conclusion of the publicity period of the design proposals with no objeion received. The taxes for the above bonuses and stipends, as well as all expenses for participating in the RFP shall be borne by the designers.

征集组织单位享有获得方案奖励费或补偿费的应征方案的所有权和全部知识产权权利，并在适用法律和本征集文件的范围内使用该应征方案而不须再向应征人支付任何其他费用。如果排名第一的应征人主动放弃排名结果，可以依次确定排名第二的应征人为第一名，以此类推。

The Organizers shall be entitled to the ownership and all IP rights of the design proposals which hA/Ve been duly compensated with bonus or stipend, and can use such design proposals within the scope of the applicable law and the RFP documents without paying any further fee to the Bidders. If the Bidder ranking the 1^st place proaively abandons its ranking, the Bidder ranking the 2^nd place will become the 1^st place winner, and so on.

 

6. 资质要求及报名方式

6. Qualification and Registration

6.1 本次征集活动中，境内外具有相关设计经验的独立注册的设计机构均可报名参加，不接受个人或个人组合报名。

6.1 Any design firm independently registered for business operation and hA/Ving relevant design experiences in and outside China can register for the RFP. Registration in the name of individual or team comprising individuals will be rejeed.

6.2 为鼓励设计方案的多样性，本次征集鼓励设计机构组成联合体，强强联合，优势互补，联合体至少其中有一方具有同类项目（机场航站楼）设计业绩，联合体成员数不得超过三家。联合体各方不得再单独以自己名义，或者与另外的设计机构组成联合体重复报名参加，也不得以顾问的形式参加本次项目征集。

6.2 To facilitate diversity of design proposals, design firms are encouraged to form consortium for synergy effe. At least one member of the consortium should hA/Ve design experiences of similar projes (airport terminal). The members of the consortium shall be no more than 3. None of the consortium member shall register for RFP in its own name, or by forming another consortium with other design firms, or in the name of a consultant.

6.3 同一法定代表人的不同机构（含全资子公司及其控股公司），不得同时报名参与本项目。

6.3 Different organizations (including wholly-owned subsidiaries and their holding companies) of the same legal representative shall not register for the RFP simultaneously.

6.4 应征人资格、资质要求

6.4 Bidder’s Qualifications and Certificates

6.4.1中国境内设计单位独立体或组成联合体报名，需满足以下的条件：

6.4.1 Chinese design firms registering for the RFP as an independent entity or a consortium must meet the following conditions:

（1）独立体或联合体各方须具有独立法人资格；

(1) The independent entity or each member of the consortium must hA/Ve independent legal person’s status;

（2）独立体或联合体各方须具有建设行政主管部门颁发的工程设计综合甲级资质证书或建筑行业设计甲级或建筑行业（建筑工程）设计甲级资质证书；

(2) The independent entity or each member of the consortium must hold the Grade A qualification certificate for comprehensive engineering design, or design of construion industry, or design of construion industry (construion engineering) issued by the competent construion authorities;

（3）独立体或联合体主办方拟派的项目负责人为国家一级注册建筑师资格，具备相关项目经验（提供负责人近三个月以来任意时段在应征单位缴纳的社保证明，如达到法定退休年龄，以签订的劳动合同复印件为准）；

(3) The proje principal proposed by the independent entity or the leading member of the consortium must be China’s Class 1 Registered Archite who has the relevant proje experiences (provide the proof of the social security payment by the Bidder of any time period during the recent three months; if the principal’s age is older than the legal retirement age, the photocopy of the signed Labor Contra shall prevail);

（4）独立体或联合体一方须具有同类项目（机场航站楼）设计经验，且该业绩机场航站楼面积不得少于50000平方米，并提供业绩合同复印件（合同应体现建筑规模达到50000平方米，否则应由项目业主出具加盖公章确认的业绩证明补充说明建筑规模）；

(4) The independent entity or one member of the consortium must hA/Ve the design experiences in similar projes (airport terminal). The floor area of the reference proje must be no less than 50,000 sqm, and the photocopy of the corresponding design contra shall be provided. The contra shall state the floor area reaches 50,000 sqm, otherwise the client of the reference proje shall provide a reference letter stating the floor area of such proje;

（5）独立体或联合体各方须提供人民检察-院出具的无行贿犯罪档案记录证明。(5) The independent entity or each member of the consortium must provide the Certificate of Non-bribery Record issued by the People's Procuratorate.

 ①按照《最高人民检察-院关于行贿犯罪档案查询工作的规定》高检发预字2013〔2〕号文的要求，企业及其项目负责人，都须提供人民检察-院出具的无行贿犯罪档案记录证明才具有报名资格。

①    As per the Provisions of the Supreme People’s Procuratorate on the Inquiry of Bribery Crime Records (Gao Jian Fa Yu Zi 2013 No [2]), the design firms and proje principals must provide the Certificate of Non-bribery Record issued by the People’s Procuratorate to be eligible for registration for the RFP.

②    公司、企业、项目负责人对本公司、企业、项目负责人进行行贿犯罪档案查询的，由公司、企业住所地或者业务发生地人民检察-院受理。

② The application for inquiring the bribe crime record of the design firm and proje principal shall be handled by the People’s Procuratorate in the place where the design firm domiciles or the business takes place.

③    申请查询应当提交查询申请和身份证明。

③ Application and ID certificate should be provided for the inquiry.

单位申请查询的，应当提交查询申请(加盖单位公章)，经办人有效身份证明及复印件，以及相关证明材料。申明查询事由，详细提供被查询单位名称和组织机构代码，被查询个人的姓名和身份证号码。

When an organization applies for inquiry, it should submit the inquiry application (bearing the official seal), the responsible person’s effeive ID certificate and photocopy, and relevant proofs. The application shall clearly state the cause of inquiry, the name and organization code of the inquired organization, and name and ID card number of the inquired individual.

公司、企业申请查询的，还应当提交企业营业执照(副本)原件以及复印件。个人申请查询的，应当提交查询申请，本人有效身份证明以及复印件

The original and photocopy of the Business License (duplicate) are required for inquiry by organization, and the effeive ID certificate and photocopy for inquiry by individuals.

受委托进行查询的，还应当提交委托方的委托证明、受委托方的相关证明、经办人的有效身份证明以及复印件。

For inquiry entrusted by an individual or organization, the Power of Attorney of the entrusting party, relevant proofs of the entrusted party, and the responsible person’s effeive ID certificate and photocopy are required.

④    无行贿犯罪档案记录证明有效期的计算：在该项目报名时间段内均属有效。

④ Validity of Certificate of Non-bribery Record: valid during the registration period of RFP.

6.4.2中国境外设计单位（下称“境外单位”）与中国境内设计单位（下称“境内单位”）组成联合体报名，需满足以下条件

6.4.2 Consortium comprising design firms outside China (hereinafter referred to as “the international design firm”) and those within China (hereinafter referred to as “the local design firm”) registering for the RFP must meet the following conditions:

（1）境外设计单位应满足《建筑工程方案设计招标投标管理办法》和《关于外国企业在中华人民共和国境内从事建设工程设计活动的管理暂行规定》的要求；(1) The international design firm should meet the requirements of the Measures for Management of Design Bidding and Bid of Construion Projes, and Interim Provision regarding the Management of Foreign Enterprises’ Design Aivities of Construion Projes within the People’s Republic of China;

（2）境外单位所在国/地区政府主管部门核发企业注册登记证明；

(2) The international design firm shall hold the business registration certificate issued by the competent authorities of the country/region where the international design firm domiciles;

（3）境内单位须具有独立法人资格；

(3) The local design firm must hA/Ve an independent legal person’s status;

（4）境内单位须具有建设行政主管部门颁发的工程设计综合甲级资质证书或建筑行业设计甲级或建筑行业（建筑工程）设计甲级资质证书；

(4) The local design firm must hold the Grade A qualification certificate for comprehensive engineering design, or design of construion industry, or design of construion industry (construion engineering) issued by the competent construion authorities;

（5）境内单位拟派的项目负责人为国家一级注册建筑师资格，具备相关项目经验（提供负责人近三个月以来任意时段在应征单位缴纳的社保证明，如达到法定退休年龄，以签订的劳动合同复印件为准）；

(5) The proje principal proposed by the local design firm must be China’s Class 1 Registered Archite who has the relevant proje experiences (provide the proof of the social security payment by the Bidder of any time period during the recent three months; if the principal’s age is older than the legal retirement age, the photocopy of the signed Labor Contra shall prevail);

（6）联合体一方须具有同类项目（机场航站楼）设计经验，且该业绩机场航站楼面积不得少于50000平方米，并提供业绩合同复印件（合同应体现建筑规模达到50000平方米，否则应由项目业主出具加盖公章确认的业绩证明补充说明建筑规模）；

(6) One member of the consortium must hA/Ve the design experiences in similar projes (airport terminal). The floor area of the reference proje must be no less than 50,000 sqm, and the photocopy of the corresponding design contra shall be provided. The contra shall state the floor area reaches 50,000 sqm, otherwise the client of the reference proje shall provide a reference letter stating the floor area of such proje;

（7）境内单位须提供人民检察-院出具的无行贿犯罪档案记录证明。

(7) The local design firm must provide the Certificate of Non-bribery Record issued by the People’s Procuratorate.

6.4.3中国境外设计单位（下称“境外单位”）报名，需满足以下条件：

6.4.3 Design firms outside China (hereinafter referred to as “the international design firm”) registering for the RFP shall meet the following conditions:

（1）境外设计单位应满足《建筑工程方案设计招标投标管理办法》和《关于外国企业在中华人民共和国境内从事建设工程设计活动的管理暂行规定》的要求；(1) The international design firm shall meet the requirements of the Measures for Management of Design Bidding and Bid of Construion Projes, and Interim Provision regarding the Management of Foreign Enterprises’ Design Aivities of Construion Projes within the People’s Republic of China;

（2）境外单位所在国/地区政府主管部门核发企业注册登记证明；

(2) The international design firm shall hold the business registration certificate issued by the competent authorities of the country/region where the international design firm domiciles;

（3）拟派一名富有类似项目经验的设计师作为本项目的项目负责人；

(3) The International design firm shall assign a designer with considerable experiences in similar projes to serve as the proje principal;

（4）境外单位须具有同类项目（机场航站楼）设计经验，且该业绩机场航站楼面积不得少于50000平方米，并提供业绩合同复印件（合同应体现建筑规模达到50000平方米，否则应由项目业主出具加盖公章确认的业绩证明补充说明建筑规模）；

(4) The international design firm must hA/Ve the design experiences in similar projes (airport terminal). The floor area of the reference proje must be no less than 50,000 sqm, and the photocopy of the corresponding design contra shall be provided. The contra shall state the floor area reaches 50,000 sqm, otherwise the client of the reference proje shall provide a reference letter stating the floor area of such proje.

（5）若境外单位以联合体参加的，联合体各方均须满足以上要求。

(5) When the international design firms form a consortium to participate in the RFP, each member of the consortium must meet the above requirements.

 

7. 公告媒体

7.  Medias for Announcement

本招标公告在中国中国电力招标采购网、广东建设招标投标监管网站、湛江市人民政府网站、湛江市城市规划局网站、湛江市建设工程交易网、广东建设报上发布，招标公告的修改、补充，在广东建设招标投标监管网站和湛江市建设工程交易网上发布。The Announcement is released on websites of China Procurement and Bidding Network, Guangdong Construion Bidding and Bid Supervision, Zhanjiang People’s Government, Zhanjiang Urban Planning Bureau, Zhanjiang Construion Engineering Trading Network, and Guangdong Construion News. Any amendment or supplement to the Announcement shall be released on websites of Guangdong Construion Bidding and Bid Supervision and Zhanjiang Construion Engineering Trading Network.

 

8．征集时间安排

8.  Schedule

8.1报名时间：自2017 年 5 月 23 日 8 时正至 2017年 5 月 27 日 18 时正进行应征报名并购买征集文件，逾期可不受理。应征报名费100元，资格预审文件及招标文件共600元，交纳后不予退回，由收款机构开具发票（详见《报名登记表》）。

8.1 Registration: Register and buy the RFP documents from 8:00 am of May 23, 2017 to 18:00 pm of May 27, 2017. Any late registration or buying request will be rejeed. The registration fee is RMB 100 yuan, while the prequalification documents and the RFP documents are priced at a total of RMB 600 yuan. These expenses will be paid against an invoice and will not be returned. (see Registration Form for details.)

8.2资格评审会议时间：2017 年 6 月 1 日。

8.2 Time of pre-qualification meeting: June 1, 2017

8.3资格评审会议地点：湛江市建设工程交易场所一楼会议室（湛江市赤坎区湾南路20号湛江市住房和城乡建设局办公楼后）

9 .报名方法

9. Registration

9.1参与本项目应征的设计单位必须在报名截止时间前将填好的报名登记表、报名文件（按要求签字并加盖公章）扫描并电邮至招标代理单位（zj3289979@126.com）。

9.1 The design firms registering for the RFP must scan the completed Registration Form and Registration documents (bearing signature and official seal) and email the scanned copy to the Bidding Agent (zj3289979@126.com) by the registration deadline.

9.2参与本项目应征的设计单位须将所有报名文件以书面形式在报名截止时间前送达或邮寄至招标代理单位，具体地址详见本公告第11.2条。

9.2 The design firms registering for the RPF must send or post all Registration documents in written form to the Bidding Agent by the registration deadline; see Article 11.2 hereof for the address.

9.3报名截止时间为北京时间2017年 5  月 27   日 18:00   时止（以代理单位接收书面报名资料的时间为准）。逾期抵达的文件概不受理。

9.3 The registration deadline is 18:00 pm of May 27, 2017 （Beijing Time）(subje to the time when the Bidding Agent receives the written registration package). The documents delivered later than the deadline will be rejeed.

10.3报名以招标代理单位收到申请人的报名纸质文件为准。征集组织单位和代理单位审查报名文件并确认通过后，由招标代理单位寄出本项目的征集文件。

10.3 The registration is subje to the Bidding Agent’s receipt of the Applicant’s hard copy of Registration documents. After the Organizer and the Bidding Agent review and accept the Registration document, the Bidding Agent will post the the RFP documents.

10.4报名单位必须确保提交的报名相关资料真实可靠，征集组织单位有权在本项目征集过程中要求申请人提交原件资料或其他方式进行验证，申请人需自行承担因提交资料不真实或其他原因造成的一切后果。

10.4 The Applicant must guarantee that the submitted registration documents are true and reliable. The Organizer is entitled to make verification by requesting the Applicant to provide the original document or via other means during the RFP process, while the Application shall assume all consequences caused by the false materials or other reasons

10.5 通过报名的应征申请人不足5家的，征集组织单位将重新组织征集。

10.5 The Organizer will re-organize the RFP when the accepted applicants are less than five.

10.6 通过报名的应征申请人大于或等于5家，但小于或等于12家的，取全部应征申请人为正式应征人。征集组织单位不再组织资格预审环节，通过报名的单位无需提交资格审查文件，征集组织单位将直接公示这些单位成为本项目正式的方案应征人，所有收到正式方案征集邀请函的单位直接着手准备设计方案的投标。

10.6 When the number of accepted Applicants is more than or equal to 5, yet less than or equal to 12, all such Applicants shall be taken as the Bidders. In this case, the Organizer won’t condu the prequalification, and the accepted Applicants don’t need to submit the pre-qualification documents. Instead, the Organizer will direly release a List of Bidders making them the bidders of the RFP, and all bidders receiving the official invitation for RFP can go straight to prepare the design proposals of the RFP.

一、本公司保证报名材料及其后提供的一切材料都是真实的。

1. We warrant and represent that the Registration documents and all documents subsequently submitted are true and genuine.

二、本公司保证在本项目参赛中不与其他单位围标、串标，不出让竞赛资格，不向方案竞赛主办单位或评标委员会成员行贿。

2. We warrant and represent that we shall not engage in bid rigging or bid collusion with other applicants, transfer the qualification to others, or bribe the Organizer or the members of the evaluation Committee during the RFP. 

三、本公司没有处于被责令停业的状态；没有处于被建设行政主管部门取消投标资格的处罚期内；没有处于财产被接管、冻结、破产的状态；在竞赛报名截止日期前两年内没有相关行政主管部门已书面认定的重大工程质量问题；在中华人民共和国境内人民检察-院行贿犯罪档案查询结果中，本公司没有在竞赛报名截止时间前两年内被人民法院判决犯有行贿罪的记录。

3. We are not ordered to cease the business operation, nor within the punishment period of being disqualified by the competent construion administration authority, nor in a state where properties are taken over, frozen or insolvent, nor hA/Ve major proje quality problems affirmed in writing by the relevant competent administration authority within two years prior to the registation deadline; nor we hA/Ve records of committing the crime of bribery as judged by the People’s Court accoridng to the inquiry result issued by the People's Procuratorate.

四、本公司及其有隶属关系的机构没有参加本项目的前期工作、国际方案竞赛文件编写等关联工作，本公司与方案竞赛主办单位无隶属关系或其他利害关系。

4. We and our affiliated orgaizaion hA/Ve not been engaged in the preparatory works of the Proje or the preparation of the RFP documents. We are not suboridnate to, or a stakeholder of the Organizer. 

五、本公司保证所拟派项目负责人（凭身份证）全程参与本项目的设计工作。

5. We warrant and represent that the proje principal (with ID card) will be engaged in the whole design process of the proje.

本公司违反上述保证，或本声明陈述与事实不符，经查实，本公司愿意接受公开通报，承担由此带来的法律后果。

If we fail to honor our commitment, or the Statement is found to contradi with the fas, we are willing to accept public announcement on the miscondu and bear the legal consequences arising therefrom.

联合体共同应征协议书

Agreement of Consortium for Participating the RFP

（若以联合体形式提出应征申请的，则提供此协议书）

(For registration of applicants in form of consortium)

 

（联合体主办人）  、（联合体成员） 自愿组成联合体，参加湛江国际机场航站楼方案征集的应征。现联合体各方就有关事宜订立协议如下：

Whereas (Leading member of consortium) and (member of consortium) decide to form a consortium to participate  in the RFP for Terminal of Zhanjiang International Airport, an agreement is hereby concluded by and between the members of consortium as follows.

1、                  为联合体主办人，                 为联合体成员。

1. XX is the leading member of consortium, while XX is (are) the member(s) of consortium.

2、联合体内部有关事项规定如下：

2.  The following agreement is reached regarding the internal affairs of the consortium:

（1）联合体授权联合体主办人对联合体成员的应征资料进行统一汇总后一并提交给征集组织单位，联合体主办人所提交的应征文件应认为已代表了联合体成员的真实情况。

(1) The consortium authorizes the leading member to summarize the RFP-related documents of all members and submit them to the Organizer. Such documents submitted by the leading member is deemed to duly present the true situations of the members.

（2）应征工作将由联合体授权主办人负责；联合体主办人合法代表联合体提交并签署应征文件，联合体主办人在应征文件中的所有承诺均代表了联合体成员。

(2) The leading member is authorized to dire the RFP-related works. The leading member will legally submit and sign the RFP-related documents on behalf of the consortium and all commitments made by the leading member in such documents also represent those of the members.

（3）联合体将严格按照征集文件的各项要求，递交应征文件，切实执行一切合同文件，共同承担合同规定的一切义务和责任，同时按照内部职责的划分，承担自身所负的责任和风险，在法律上承担连带责任。

(3) The consortium will strily observe the RFP documents to submit the RFP-related documents, honor the contras and jointly assume all contraual obligations and responsibilities. Meanwhile, the consortium will assume the respeive responsibility and risk as per the internal responsibility division and assume joint and several liabilities legally.

（4）联合体内部将遵守以下规定：

 (4) The internal rules of the consortium are agreed as follows:

a. 联合体主办人代表联合体成员承担责任和接受招标（竞赛）组织单位的指令、指示和通知，并且在整个项目实施过程中的全部事宜（包括支付）均由联合体主办人负责；

a. The leading member will, on behalf the member, shoulder the responsibility and receive the orders, instruions and notices from the bidding (competition) organizer and be responsible for all issues (including payment) during the proje implementation;

b. 联合体主办人应负责联合体成员、分包人间的协调等各项工作；

b. The leading member will be responsible for the coordination between the member and subcontraor;

c. 联合体成员的专业分工安排按双方协商并签订的补充协议书执行。

c. The work division of the consortium will be subje to the supplementary agreement between or among the consortium members.

（5）联合体在投标过程中和在投标后的有关费用按各自承担的工作量分摊。联合体各方在此期间产生的任何法律和经济纠纷均与招标（竞赛）组织单位无关。

(5) The costs and expenses incurred to the consortium during and after the RFP will partaken as per the respeive workload. Any legal and economic disputes arising therefrom shall be irrelevant to the bidding (competition) organizer.

（6）联合体各方的职责分工及费用划分由联合体全体成员自行协商同意。

 (6) The responsibility division and fee allocation of the consortium will be subje to the consultation among all members of the consortium.

3、本协议书自签署之日起生效，在应征有效期截止后自行失效。

3. The Agreement will take effe upon signature and become valid upon the expiry of the validity of the RFP.

4、本协议书一式     份。其中： 正本     份，送交征集组织单位一份，联 合体主办人及成员各     份；副本     份，联合体主办人及成员各执     份。

4. The Agreement is made into XX copies, including XX original, i.e. one for organizer and XX for leading member and member of consortium respeively; XX duplicate, i.e. XX for the leading member and member of consortium respeively.
