1. 招标条件

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>中山至开平高速公路（含小榄支线）工程（以下简称“中开高速”）已由广东省发展和改革委员会以粤发改交通函〔2015〕5907号文批准建设，电力线路迁改工程已由咨询机构进行了初步调查，建设资金来自项目资本金和国内银行贷款，项目出资比例为项目资本金占总投资的25%，银行贷款占总投资的75%，招标人为中电建（广东）中开高速公路有限公司。项目已具备招标条件，现对该项目的监理进行公开招标。

2. 项目概况与招标范围

2.1建设地点：nEstyle='mso-bidi-font-size:10.5pt;line-height:115%;mso-hansi-font-family:宋体'>广东省中山市和江门市

normal style='text-indent:15.5pt;mso-char-indent-count:1.47;line-height:115%;tab-stops:162.0pt'>2.2建设规模：为配合中山至开平高速公路（含小榄支线）工程建设的需要，对影响高速公路建设的电力线路进行迁改，包括0.22kV～500kV电力线路数条，具体迁改数量以实际发生的为准。

nEstyle='mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体'>2.3计划工期：暂定24个月，计划开工日期：2017年7月15日，实际开工日期及实际工期将根据项目综合情况进行合理安排，承包人须充分考虑并无条件接受。

2.4招标范围：对中山至开平高速公路（含小榄支线）工程电力线路迁改工程进行全过程监理，包括：勘察设计（含初步设计、施工图设计）、设备及材料的采购（不含监造）、施工准备（含工程报建、停电计划申报、建设场地征用及清理、拆除设备材料回收）、施工、竣工验收及结算、缺陷责任期、保修、按资产产权所属供电部门要求及时准确的完成资产移交等项目建设全过程监理。

3. 投标人资格要求（需同时满足）

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.1具有独立法人资格，持有合法有效的企业法人营业执照。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.2资质要求：具备工程监理综合资质或电力工程监理甲级资质。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.3项目总监理工程师的要求：已取得电力专业注册监理工程师执业证书，在投标申请报名单位注册。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.4资信要求：在工程所在地政府、中国南方电网有限责任公司无处于限制投标资格的处罚期。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.5本不接受联合体投标。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>3.6其他：已在广州公共资源交易中心办理企业信息登记，投标人近年（2014年1月1日起至今）至少有1项类似工程业绩。

4.资格审查方式

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>4.1本采用资格后审方式进行资格审查。

5.投标保证金：

5.1投标保证金金额：人民币拾肆万元(¥14万元)。

   5.2投标保证金缴纳方式：电汇(转账)或者是在中国注册的银行出具的银行保函。

6. 投标报名及招标文件的获取

normal style='tab-stops:18.0pt'>    6.1凡有意参加投标者，请于2017年  5 月  27 日至2017年6  月 5  日，每日上午9：30时至11：00时，下午2：00时至4：00时（北京时间，下同），在广州市天河区天润路333号广州公共资源交易中心一楼33号报名窗口递交报名资料并购买招标文件。

normal style='margin-left:10.8pt;mso-para-margin-left:1.03gd;text-indent:.1pt;mso-pagination:widow-orphan;tab-stops:11.0pt'>  （2）企业营业执照、资质证明、总监理工程师注册及资格证件、近年（2014年1月1日起至今）至少有1项类似工程业绩的证明材料及其它相关资料复印件盖单位公章（原件现场查验）；

7. 投标文件的递交

    7.1投标文件递交的截止时间（北京时间，下同）为2017年6月21日14时30分，地点为广州市天河区天润路333号广州公共资源交易中心（不接受邮寄方式递交）。

normal style='tab-stops:18.0pt'>   7.2 逾期送达的或者未送达指定地点或未按要求密封的投标文件，招标人不予受理。

8. 发布公告的媒介

normal style='punuation-trim:leading'>    招标公告在中国电建招标与采购网（http://bid.powerchina.cn/）、中国中国电力招标采购网（www.dlztb.com.cn）、广州公共资源交易网（www.gzggzy.cn）上发布。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>在规定的报名期间，报名的投标人不足3名时，招标人依法有权：（1）发布公告延长接受报名时间。在延期报名时间内，已报名投标人的资料仍有效并可自行补充资料，未报名的投标人可根据公告的约定参与报名；（2）依法重新招标。
