normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:23.0pt;mso-line-height-rule:exaly'>1、建设规模：生物岛园区市政道路及配套设施升级改造工程，位于广州开发区生物岛内。项目含19条路，分别为：星岛环南路、星岛环北路、环岛A线、螺旋大道、星汉大道、螺旋一路、螺旋二路、螺旋三路、螺旋四路、星汉一路、星汉二路、星际一路、星际二路、星际三路、星际四路、寰宇一路、寰宇二路、寰宇三路、月湾一路。道路总长度为14.58公里。其中4条道路为城市次干路，道路红线宽度为30米，15条道路为城市支路，道路红线宽度为15米不等。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:23.0pt;mso-line-height-rule:exaly'>建设内容包括：车行道沥青路面整治、人行道修补、更换人行道砖、更换侧平石、改造路面雨水口、更换人行道及机动车道上的井盖、新增人行护栏；改造现有绿道，增加绿道标识,在螺旋大道及星汉大道增加绿道；对仑头隧道生物岛出入口进行近期交通优化改造，新增生物岛大型临时生态停车场，对岛内道路交通优化组织。根据现状交通组织，重新施划道路交通标线标识、增设人行道导向信息牌，机动车道及非机动车道交通信息发布板，按最新设计指引更换指路标志面板，并将路口信号机更换为区域联控式交通信号机，增加交通监控；同时升级公交站系统，智能化公交电子站牌。更换星岛环南路、星岛环北路、环岛A线、螺旋大道、星汉大道的路灯为LED灯，将现状支路机动车道照明高压钠灯更换为LED灯，增设照明干线两根HDPE∅75(δ3.5mm)，将现状架空电力电缆、通信电缆进行下地处理。

5、投标人同时具有承接本工程所需的勘察类、设计类和施工类资质：

5.1工程勘察资质：工程勘察综合类资质；或工程勘察（工程测量）专业类乙级资质或以上资质；

5.2工程设计资质：工程设计综合甲级，或具备市政公用行业设计乙级或以上资质，或具备市政行业（道路工程）专业乙级或以上设计资质；

5.3施工资质：市政公用工程施工总承包壹级（或以上）资质；

6、投标人拟担任本工程：

6.1项目负责人（兼施工负责人，下同）的人员为：市政公用工程专业壹级的注册建造师；投标人在报名时由广州公共资源交易中心对投标人该项目负责人进行锁定。

6.2设计负责人的人员为：须具备市政道路专业（含相近专业）高级工程师，或中级技术职称从事本专业工作10年以上；设计负责人与项目负责人不能为同一人。拟投入人员应为本单位人员。

6、项目负责人须持有在有效期内的安全生产考核合格证书（B类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的打印页。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:23.0pt;mso-line-height-rule:exaly'>8.1施工业绩要求：自2014年1月1日至今完成过质量合格的类似工程业绩（类似工程是指金额大于或等于（业绩指标为区政府批复的施工部分招标控制价的二分之一）万元的市政公用工程，完成时间以竣工验收时间为准），需同时提供中标通知书或有关行政部门出具的免招标的相关证明、施工合同、竣工验收报告或竣工验收证明。如以上资料不能证明业绩规模的技术指标（指面积、高度、跨度、管径等）的，须另提供可证明业绩技术指标的其他资料。

四、本公司拟委派专职安全员兼任本工程的工地余泥渣土运输与排放管理员严格遵守建设工程余泥渣土运输与排放管理制度，执行“一不准进、三不准出”规定。选择合法的余泥渣土运输单位及排放点。承诺如违反建设工程余泥渣土运输与排放管理制度，将自愿接受：通报批评，记录不良行为，列入黑名单，并暂停责任企业投标报名一年，对责任项目负责人暂停投标报名二年。多次违规的，暂停投标报名二至三年，并提请资质审批部门降低或吊销企业资质、项目经理的建造师从业资格和专职安全员安全培训考核证书。

五、本公司及其有隶属关系的机构没有参加本项目的招标文件编写、监理工作；本公司与承担本监理业务的单位没有隶属关系或其他利害关系。

六、本公司保证本项目负责人本人凭身份证出席开标会并亲自签到。
