normal style='text-indent:24.0pt;line-height:135%;layout-grid-mode: char'>3.1必须经国家工商行政管理部门登记注册，具有独立的法人资格，财务状况良好，没有处于被责令停业，财产被接管、冻结，破产状态, 具有良好的财务状况和商业信用；

normal style='text-indent:24.0pt;line-height:135%;layout-grid-mode: char'>3.2谈判申请人须具备批量生产或销售该项目下标的物所必需的生产制造设备、专业技术能力和售后服务能力；接受代理商。
