一、项目概述

二、供应商的资格要求

normal style='margin-left:14.0pt;text-indent:28.0pt'>1.投标人应具备《中华人民共和国政府采购法》第二十二条规定的条件；

normal style='margin-left:14.0pt;text-indent:28.0pt'>2.国家工商管理部门注册的独立企业法人、其他组织或自然人（具有相应的经营范围）；

normal style='margin-left:14.0pt;text-indent:28.0pt'>3.具有良好的商业信誉和健全的财务会计制度；

normal style='margin-left:14.0pt;text-indent:28.0pt'>4.具有履行合同所必需的设备和专业技术能力；

normal style='margin-left:14.0pt;text-indent:28.0pt'>5.有依法缴纳税收和社会保障资金的良好记录；

normal style='margin-left:14.0pt;text-indent:28.0pt'>6.参加政府采购活动前三年内，在经营活动中没有重大违法记录；

normal style='margin-left:14.0pt;text-indent:28.0pt'>7.法律、行政法规规定的其他条件；

normal style='margin-left:14.0pt;text-indent:28.0pt'>8.报名时需提供以下材料原件：（1）企业营业执照副本、税务登记证副本、组织机构代码证副本（注：三证合一的证照只需提供营业执照副本）；（2）法定代表人报名须提供本人身份证原件及复印件；授权委托人报名须提供“法人授权委托书”及本人身份证原件、复印件，同时提供法定代表人身份证复印件。

三、获取招标（采购）文件的时间、地点、方式

normal style='margin-left:14.0pt;text-indent:28.0pt'>（一）符合上述条件的供应商登录通辽市公共资源交易中心网站（http://ggzy.tlzw.gov.cn），点击“政府采购”中的信息公告栏，即可浏览采购信息，下载招标文件请点击页面左下角“附件”即可。

normal style='margin-left:14.0pt;text-indent:28.0pt'>（二）确认需要投标的供应商应在2017年5月26日8:00至2017年6月14日17:30使用数字证书（CA）锁登录通辽市公共资源交易系统，可对相应的标段（包）进行投标报名，投标报名以网上报名成功为准。

normal style='margin-left:14.0pt;text-indent:28.0pt'>（三）没有入库的企业须办理入库手续方可报名。通辽市公共资源交易诚信信息库办理地址：通辽市公共资源交易中心（通辽市科尔沁区胜利路北段科尔沁体育中心北侧 ）二楼大厅企业信息公开窗口，办公时间为周一至周五上午8:00-11:30，下午14:30-17:30。办理流程详见《通辽市公共资源交易中心关于征集公共资源交易平台诚信企业信息的公告》。

四、投标保证金

normal style='margin-left:14.0pt;text-indent:28.0pt'>（一）投标人报名时应按招标文件的要求从本单位 账户中采用网银转账、电汇、银行柜面转账（不接受现金）的方式缴纳本项目各包投标保证金。
