三、招标方式

normal align=left style='margin-top:6.0pt;margin-right:0cm; margin-bottom:6.0pt;margin-left:0cm;text-align:left;text-indent:18.0pt; line-height:20.0pt'>（3）业绩要求时间从2014年1月1日至递交投标文件当天。中华人民共和国境内的合资、合作、外商独资企业生产的产品，技术总负责方业绩（含国内外）满足要求，且该技术总负责方对投标的产品给予质量保证（提供技术支持意向性承诺书），合资、合作、外商独资企业具有完整的制造、工艺装备和实验设备，该合资、合作、外商独资企业视为业绩合格。合同中对应采购标的物资金额不得涂抹，如有涂抹情况不计入有效业绩统计。
normal align=left style='margin-top:6.0pt;margin-right:0cm; margin-bottom:6.0pt;margin-left:0cm;text-align:left;text-indent:18.0pt; line-height:20.0pt'>（4）如果同一厂家生产的同一品牌同一型号的产品有两个或以上的投标人，而投标人要求中只允许一个有效投标人，则按下列优先级确定有效投标人：1、制造商；2、产品制造商在国内注册成立的最高办事机构；3、制造商或最高办事机构针对本项目授权的合法机构；4、制造商或最高办事机构长期授权的合法机构。存在多个同等级授权投标人的，以价格最低者为有效投标供应商。

五、发布公告的媒介
normal style='text-indent:24.0pt;line-height:150%'>潜在投标人通过公告刊登的网站：中国中国电力招标采购网（www.dlztb.com.cn）或中国南方电网有限责任公司阳光电子商务平台（ink>http://www.bidding.csg.cn）查阅本项目招标信息，并下载相关附件1-5。
六、报名及获取招标文件信息
normal style='text-indent:24.1pt;line-height:150%'>1、潜在投标人在购买招标文件前必须完成注册登记并办理数字证书，请预留足够的时间。如因上述原因导致潜在投标人无法及时下载招标文件书或投标，后果由潜在投标人自行承担。详细操作指引详见附件2：南方电网公司阳光电子商务平台登记注册操作手册及附件3：证书办理指南。
normal style='text-indent:24.0pt;line-height:150%'>2、电子商务系统下载招标文件时间：2017年5月26日至2017年6月5日16时30分00秒，逾期则无法下载，由于潜在投标人自身原因造成无法下载招标文件后果由潜在投标人承担。(具体操作指引详见附件5：用户操作手册)
normal style='text-indent:24.0pt;line-height:150%'>3、现场支付费用业务受理时间：2017年5月26日至2017年6月5日(法定公休日、法定节假日除外），每日上午9时00分至11时30分，下午14时00分至16时30分。逾期不予受理。
