3. 投标人资格要求
投标人应具备的资格或业绩：
1) 投标人必须是所投货物的制造商，否则其投标将被否决。
如果投标人提供货物产地为中华人民共和国关境外。一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标签订外贸合同的能力，其投标将被否决。
如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 国内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
国外投标人须提供以下资质证书的复印件：：
①有效的企业登记证明材料；
3) 业绩要求：投标人须提供同类设备（上辊带支撑并有自动挠度补偿）5年内（2012年至今）在全球范围内的企业有3台以上销售业绩，其中至少1台设备的滚弯宽度为6000mm，厚板滚弯能力为30mm，并提供对应销售合同复印件、用户清单及联系方式。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供其开户银行开具的资信证明原件或复印件。

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufaurer, otherwise the bid will be rejeed.
The winning bidders must be the contra party and hA/Ve the ability to fulfill foreign trade contra with purchaser if offering Goods from outside PRC customs territory, otherwise the bid will be rejeed.
If the foreign bidders hA/Ve goods provided within the customs area of the People's Republic of China, the bidder shall hA/Ve the ability to fulfill RMB contra direly with SAMC, otherwise the bid will be rejeed.
2) For domestic bidder:
①Business License (Business Registration)，Organization Code Certificate，Tax Registration Certificate;
For foreign bidder:

3) Requirements of Sales Achievements:
The bidding manufaurer must provide achievements description , especially the sales of 3 sets or above to enterprises home and abroad in 5 years (since 2012), in which at least 1 set with the ability for 30mm plate roll bend sold and 6000 mm roll width domestically. The duplicate of contra, list of customers and contas should also be provided.
4) Domestic bidder shall provide the original or cope of bank credit certificates issued by bank of the basic account opened by the bidder in China within 3 months prior to the date of bid opening.
Foreign bidder shall provide the original or cope of credit certificates issued by opening bank of its account.
