3、资格预审合格的条件
1) 投标申请人是响应招标、已在招标人或处领购资格预审文件并参加投标竞争的法人或其他组织。任何未在招标人或处领购资格预审文件的法人或其他组织均不得参加投标。
2) 除非另有规定，凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区(以下简称“合格来源国/地区”)的法人或其他组织均可投标。
3) 与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。
4) 接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加受托项目的投标，也不得为该项目的投标申请人编制投标文件或者提供咨询。
5) 单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包投标。
6) 本次招标不允许联合体投标。
7) 只有在法律上和财务上独立、合法运作并独立于招标人和的供货人才能参加投标。
8) 投标申请人应当于招标公告载明的资格预审截止时间前在中国电力招标采购网（以下简称“招标网”，网址：http://www.dlztb.com）成功注册（免费）。否则，投标申请人将不能进入招标程序，由此产生的后果由其自行承担。
9) 投标申请人必须是拟投标品牌的投加系统(或投加装置)制造商或代理商，代理商须出具投加系统(或投加装置)制造商的唯一授权，同一品牌投加系统（或投加装置）的制造商和授权代理商不能在本项目同时投标，否则仅接受制造商的投标。
10) 投标申请人必须是拟投标自控系统制造商或代理商，代理商须出具自控系统制造商的授权。
11) 拟投标产品必须至少具备1个20万吨/日或以上规模的城市供水工程的同类型系统（次氯酸钠投加系统或次氯酸钠投加装置）供货业绩。
a. 国产品牌在国外的业绩除提供供货合同复印件外，必须同时提供相应的出口报送单复印件；
b. 国外产品在国外的业绩提供合同或中标通知书复印件等证明文件；
c. 国内业绩提供合同或中标通知书复印件或业主证明等证明文件；
d. 证明文件必须能证明供水工程规模的供货业绩；
e. 提供业主单位名称、相关联系人及联系电话。
12) 投标申请人须完成过不低于5万吨/日规模的新建（或改扩建）国内自来水厂的施工业绩（须同时提供上述业绩的合同和竣工验收报告（或业主证明）的复印件）；如投标申请人不具有上述业绩则需承诺投标时提供与具有上述业绩的单位的分包协议和所要求业绩的证明材料作为投标文件的一部分，否则招标人有权取消其投标资格。
4、感兴趣的合格的申请人可于2017年6月12日-2017年6月19日, 每天9:00至11:30和14:00至16:00 (北京时间，节假日除外)免费领取资格预审文件。
5、资审申请文件必须于2017年6月27日10:00时之前密封递交。迟于规定时间递交的资格预审申请文件将被拒绝接收并原封退还申请人。
