normal style='line-height:150%'>二、工程概况：新建35千伏主变2台，主变容量2×8兆伏安，35千伏架空线路长约3千米。具体规模须在工程可研阶段根据实际情况进行详细优化论证，最终以可研批复为准。

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>三、招标范围：编制工程可行性研究报告。根据广东电网有限责任公司出具的可研评审意见，开展工程勘察、初步设计、概算、施工图设计（施工图预算、施工招标限价初稿编制）（规约版，并在企业资产管理系统中录入）、现场技术服务和竣工图编制、设计配合结算及总结算报告编制、电子化移交、竣工线路复测、全面开展样板点的标准建设等工作，提交样板点设计图纸、样板点清单及质量目标。编制项目核准申请报告。

normal style='line-height:150%'>四、投标单位必须具备以下条件：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>1、 在中国人民共和国境内注册，具有独立法人资格，持有合法有效的企业法人营业执照。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>    2、具备火电专业咨询丙级及以上资质（服务范围包括编制项目可行性研究报告）；具备工程设计综合资质或电力行业工程设计（变电工程、送电工程）丙级及以上资质；具备工程勘察综合资质或工程勘察专业资质乙级及以上资质（含岩土工程专业资质、水文地质勘察专业资质和工程测量专业资质）。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3、项目负责人要求：从事电力行业设计相关工作 6年以上，具有高级工程师及以上职称，或具备注册电气工程师资格。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>4、资信要求：无利益冲突需要回避，无违规违法行为，在工程所在地政府或中国南方电网有限责任公司或广东电网有限责任公司无处于限制投标资格的处罚，无投标资格被暂停或被取消的情形；法定代表人（或负责人）为同一人或者存在控股、管理关系的不同单位，不得参加同一项目（或标段、标包）投标。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>5、已在广州公共资源交易中心办理投标IC卡，且拟担任本工程设总（项目负责人）须是本企业（IC卡）中的在册人员。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>6、本次招标接受联合体投标。联合体投标的，应满足下列要求：签订联合体协议书，明确联合体牵头单位及联合体分工，其中联合体的牵头单位应具备设计资质且在联合体职责分工中从事设计工作；联合体各方不得再以自己名义单独或参加其他联合体在本工程中投标；联合体成员单位不超过2家；由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级；组成的联合体应具备上述第2条资质要求。

normal style='line-height:150%'>五、本项目采用资格后审。符合条件的报名单位全部选取为正式投标人，报名单位不足3家时，依法重新组织招标。

normal style='line-height:150%'>六、报名投标的单位需提交以下资料：

（2）企业法人证明及授权委托书（递交原件一份）；

normal style='text-indent:12.0pt;mso-char-indent-count:1.0;line-height:150%'>（3)营业执照、资质证书、项目负责人证件、联合体协议书（若有）及其他资料复印件（报名文件按以上顺序胶装成册一正一副，提交的报名文件中要求提供的证书、资料文件为复印件的均需盖章并提供原件校核。投标单位应对提交的报名资料负责，如果报名资料记录的信息与实际情况不符，造成报名无效或其他连带问题的，一律由投标单位承担，报名时提供原件核对）。

normal style='line-height:150%'>八、招标公告发布及报名发售招标文件时间：2017年6月 15日至2017年6月21日每天09:30时至11:30时，14:00时至16:00时。招标文件以电子版（光盘）或纸质版发出，招标文件每套售价200元，售后不退。
