4、投标人应具备以下资质：

投标人同时具有承接本工程所需的以下①、②所述专业承包资质：

投标人拟担任本工程项目负责人的人员为：建筑工程专业壹级注册建造师。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:21.0pt;mso-line-height-rule:exaly'>5、项目负责人持有在有效期内的安全生产考核合格证书（B类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的打印页。专职安全人员须具有在有效期内的安全考核合格证书（C类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的打印页。项目负责人和安全员不为同一人。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:21.0pt;mso-line-height-rule:exaly'>6、投标人自2014年 1月 1日（近3年或以上）至今完成过质量合格的类似工程业绩（类似工程是指工程造价在1650万元或以上的建筑装饰装修施工工程，完成时间以竣工验收时间为准，业绩金额以中标通知书为准，中标通知书上没有金额或免招标或依法分包的，以施工合同为准）。需同时提供中标通知书或免招标的相关证明、施工合同、竣工验收报告、工程竣工备案表或建设工程质量监督部门出具的工程竣工合格验收的证明。如以上资料不能证明业绩规模的技术指标（指面积、高度、跨度、管径等）的，须另提供可证明业绩技术指标的其他资料。建筑装修装饰工程中标金额以广州市房建和市政企业库中项目业绩页面的“项目规模”栏中所记录的“建筑装饰装修工程”造价为准；完成时间以广州市房建和市政企业库中项目业绩页面的“验收材料”栏中的竣工验收日期所记录的日期为准；建筑装饰装修工程以在业绩库中“项目规模对应的资质”栏中登记有“建筑装修装饰工程”的为准。如业绩库中的“项目规模对应的资质”栏未登记有“建筑装修装饰工程”，或“项目规模”栏中所记录的“建筑装饰装修工程”造价小于1650 万元，或登记的工程资质内容与施工合同等业绩证明资料不相符的，该项业绩无效。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:21.0pt;mso-line-height-rule:exaly'>如投标人组成联合体，应以承接建筑装修装饰工程为主办方，并签定联合体工作协议。投标人拟任本工程项目负责人应为主办方正式员工。联合体工作协议应明确约定各方拟承担的工作和责任。联合体全体成员不得超过2个，联合体各方签订共同投标协议后，不得再以自己的名义单独投标，也不得组成新的联合体或参加其他联合体在同一项目中投标。联合体以主办方名义提交投标保证金。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:21.0pt;mso-line-height-rule:exaly'>（1）组成联合体承接按资质标准划分为同一类工程的投标人，在资格审查环节，其资质、业绩、信誉等指标按联合体成员中最低者确定；在评标环节，其业绩、信誉、诚信综合评价分数等指标均按成员中最低者进行评审，其人员、资金、机械设备等资源性指标可合并计算。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:21.0pt;mso-line-height-rule:exaly'>（2）组成联合体承接按资质标准划分为多类工程的投标人，应在联合体工作协议中明确承接每一类工程的成员单位。在资格审查和评标环节，均应先按第十一条第9（1）点规定逐类评审，再将各类评审结果汇总，各成员单位诚信分以招标控制价中各类工程的占比作为权重，将其各类诚信分加权平均计算。
