3、资格预审合格的条件
1.投标人是响应招标、已在招标人或处领购资格预审文件并参加投标竞争的法人或其他组织。任何未在招标人或处领购资格预审文件的法人或其他组织均不得参加投标。
2.除非另有规定，凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区(以下简称“合格来源国/地区”)的法人或其他组织均可投标。
3.与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。
4.接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
5.单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包投标。
6.本项目不接受联合体投标。
7.只有在法律上和财务上独立、合法运作并独立于招标人和的供货人才能参加投标。
8.投标人应当于招标文件载明的资格预审截止时间前在中国电力招标采购网（以下简称“招标网”，网址：http://www.dlztb.com）成功注册（免费）。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
9.投标人必须是投标产品的制造商或代理商，不允许制造商和其代理商同时参加本项目的投标申请。
（1）如投标产品在中国境内生产的，则投标人须为投标产品的制造商；
（2）如投标产品不在中国境内生产的，则投标人须为投标产品的制造商或代理商，代理商须提供获得制造商针对本项目出具的唯一授权函。
10.投标人企业实收注册资金不少于100万元（含100万元）人民币。
11.国内产品制造商必须持有有效《中华人民共和国制造计量器具许可证》，许可证的范围须包含拟投标流量计的全部口径；国外进口产品制造商必须持有有效《中华人民共和国计量器具型式批准证书》。
12.业绩要求：对于第一包，投标货物的制造商生产的公称直径≥DN2400市电型超声流量计有在供水工程中的供货业绩；对于第二包，投标货物的制造商生产的公称直径≥DN1200电池型超声流量计有在供水工程中的供货业绩。
a.国产品牌在国外的业绩除提供供货合同复印件外，必须同时提供相应的出口报送单复印件；
b.国内业绩提供合同或中标通知书复印件等证明文件；
c.证明文件必须能证明超声流量计公称直径的大小、市电型（或电池型）及是供水工程的供货业绩；
d.提供业主单位名称、单位负责人姓名及联系电话。
4、感兴趣的合格的申请人可于2017年6月19日-2017年6月26日,每天9:00至11:30和14:00至17:00 (北京时间，节假日除外)免费领取资格预审文件。
5、资审申请文件必须于2017年7月4日10:00时之前密封递交。地址：广州市环市中路316号金鹰大厦10楼1012室，迟于规定时间递交的资格预审申请文件将被拒绝接收并原封退还申请人。
