黑龙江省中荣工程招标咨询有限公司受业主委托，邀请合格投标人就东北农业大学_数字化PCR仪等设备采购的下列货物和有关服务提交密封投标：

3、投标人资质要求：

（1）满足政府采购法第二十二条相关规定。

（2）提供贸易公司（作为制造厂商）的资格声明须附投标人的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。须提供所投产品的彩页或网站，可以对产品参数进行查询。须提供针对本项目的售后服务承诺函。

（3）提供贸易公司（作为代理）的资格声明须附投标人的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。须提供技术参数表中要求的设备的合法来源渠道证明文件(制造厂商出具的授权函)及制造厂商出具的售后服务承诺函。

（4）投标人须提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件(如资信证明中明确注明复印无效的则必须提供该资信证明原件，保留审核原件的权利)。

（5）参加本项目投标人应具有良好社会信誉及类似项目经验；类似供货经验泛指：2014年1月1日至今类似设备的供货经验，不得少于三项类似供货经验，提供类似供货经验的合同及中标通知书；

（6）在中国国内应有办事处及该设备专门的售后服务人员；

3、The bder qualifications required:

(1) meet the Government Procurement Law Article 22 of the relevant regulations.

(2) Prove trade company (as manufaurer) qualification statement of bder must duplicate of business license, organization code certificate, tax registration certificate, issued by the seat of the people's bank of China account opening permit. A color page or website of the produ should be proved to inquire the produ parameters. After-sales service commitment for this proje shall be proved.

(3) Prove trade company (as agent) qualification statement of bder must duplicate of business license, organization code certificate, tax registration certificate, issued by the seat of the people's bank of China account opening permit. Prove the legal source channel of the equipment required in the technical parameter list (the authorization letter issued by the manufaurer) and the after-sales service commitment letter issued by the manufaurer.

(4) The bder shall prove its bank credit certification issued within three months prior to the b opening original or copy of the originals (such as reference indicate the inval copy must prove the original reference, bding agency reserves the right to review the original);

(5)Participants in this proje should hA/Ve good social reputation and similar proje experience; Similar produ experience: the supply experience of similar equipment from January 1^st, 2014 shall not be less than three similar supply experience, and offer contra and acceptance notice of similar supply experience;

(6) specialized service personnel should hA/Ve offices in China and the equipment.

4、有意向的投标人可以从2017年7月4 日起至7月11日(节假日除外)上午9时至11时30分，下午2时至4时(北京时间)在哈尔滨市南岗区淮河路365号中植方洲苑29栋3单元102室购买招标文件，投标人报名时须携带营业执照、税务登记证、组织机构代码证、开户银行许可证、法定代表人授权委托书、法定代表人二代身份证、被授权人二代身份证、业绩证明材料、制造商出具的货物合法来源渠道授权文件等相关材料以上证件原件及复印件各一套（复印件加盖投标供应商公章），本招标文件每套售价500元人民币或80美元，售后不退(国内邮购须另加100元人民币；国外邮购须另加20美元)

4、The interested and eligible bders can buy bding document fromRoom 102, Unit 3, Building 29, No.365 Huaihe Road, Nangang Distri, Harbinfrom 9:00 am to 11:30 am or from 2:00 pm to 4:00 pm (Beijing time) every day (except for holays Saturday and Sunday) since July 4^rd to July 11^th,2017 .to buy the tender documents, when registration, Bder shall bring the business license, tax registration certificate, organization code certificate, bank license, legal representative accredit a power of attorney, legal representative of the second generation ID card, the licensee, the second generation ID card ,Performance document,proof of legal sources of cast produs and other related materials above  original and photocopy each a copy (build official seal of bding suppliers).The bders can purchase from Tendering Agent a complete set of bding document at the price of 500RMB or 80USD each set. The bding document can not be returned after the sale. （the cost of mail odder is 100 RMB or 20 USD）

5、所有投标书应于2017年7月26 日9:30(北京时间)之前由投标人将投标文件递交到开标大会现场。

招标代理机构将通过《检察机关行贿犯罪档案查询系统》对投标供应商行贿犯罪档案进行查询，自本公告发布之日起前十年内如有行贿犯罪记录的供应商，严禁参与本项目投标。本项目招投标过程中如出现有弄虚作假、恶意投诉和无理缠诉行为的投标企业，将严格按规定处理。
