Proje Name: 650MW Fuel Gas + 350MW Coal-fired Combined Heat and Power Generation Proje of Phase VI of CHD Tianjin Junliangcheng Power Generation Co., Ltd.
2.本期规模：建设一套650MW级燃气-蒸汽联合循环热电联产机组和一台350MW超临界燃煤热电联产机组。
Proje Scale: a set of 650MW gas-steam combined cycle heat and power cogeneration unit and a set of 350MW supercritical coal-fired combined heat and power generation unit
3.建设地址：天津市东丽区津塘公路318号（天津军粮城发电有限公司院内）

（二）项目进展及准备工作情况概述
Overview of Proje Progress and Preparation
本项目已获得天津华电军粮城六期650MW燃气+350MW燃煤热电联产项目立项的批复（中国华电函〔2016〕291号），已取得天津市发改委核准批复（津发改许可〔2016〕130号）。
The Proje has obtained the official reply about proje establishment of 650MW Fuel Gas + 350MW Coal-fired Combined Heat and Power Generation Proje of Phase VI of CHD Tianjin Junliangcheng Power Generation Co., Ltd. (CHD Letter [2016] No. 291), and has obtained the approval of Tianjin Development and Reform Commission (Tianjin Development and Reform Commission License [2016] No. 130).
招标人为天津军粮城发电有限公司，受招标人的委托华电招标有限公司负责本项目中燃气机组天然气电动多轴离心式压缩机设备的招标工作，目前已具备招标条件，现面向国际公开招标。
The Tenderee is Tianjin Junliangcheng Power Generation Co., Ltd., and entrusted by the Tenderee, CHD Tendering Co., Ltd. will be responsible for the tendering of eleric multi-axis natural gas centrifugal compressor equipment for gas turbine unit in this Proje. Now, all tendering conditions hA/Ve been prepared, and an international tendering will be condued.
资金来源：由自筹资金和银行贷款两部分构成

Tenderer’s Qualification Review Method: Postpositive Audit to Qualification
四、合格投标人应具备的资质条件：
Qualifications Required for Eligible Tenderer:
投标人应具有圆满履行合同的能力，具体应符合下列条件：
The Tenderer shall possess the capability of fulfilling the Contra satisfaorily, and shall conform to the following conditions in detail:
1.具有独立法人地位的企业（公司），具有独立签订合同的权力。
Enterprises (companies) of independent legal status possess the right of signing a contra independently.
2.投标人近五年应具有2个在中国境内“F级”（或同等级）及以上燃气轮机发电项目并至少1个项目投入运行1年以上的业绩或投标人近五年应具有2个在中国境外“H级”（或同等级）及以上燃气轮机发电项目并至少1个项目投入运行1年以上的业绩。业绩证明需提供合同复印件（包含合同封面、供货范围、合同签字盖章页、技术协议主要系统参数页、联系方式等）及投运证明，必要时须提供原件，以上材料齐全方视为业绩有效。投标人的业绩必须真实（提供联系方式），如发现虚假业绩，将取消其投标资格。
The Tenderer shall possess the performance of 2 projes of fuel gas turbine unit power generation with grade F (or equivalent grade) and above in China and at least 1 proje has been put into operation for longer than 1 year in recent five years, or the Tenderer shall possess the performance of 2 projes of fuel gas turbine unit power generation with grade of H (or equivalent grade) and above out of China and at least 1 of which has been put into operation for longer than 1 year in recent five years. It is required to provide contra copy (including contra cover, scope of supply, page of signature and seal of contra, page of main system parameters of technical agreement, conta information) and operation certificate as the performance evidence, or original if necessary. The performance will not be regarded as effeive unless all above mentioned materials are prepared completely. The Tenderer’s performance must be authentic (provided with conta information). In case of any false performance, the Tenderer’s bid qualification will be canceled.
3.投标人应具有有效的质量管理体系认证证书。
The Tenderer shall possess effeive quality management system certificate.
4.投标人在近三年内不存在任何合同中违约，或被逐，或因投标人的原因而使任何合同被解除；不存在尚未了结的重大诉讼案件，没有处于被责令停业或破产状态。
The Tenderer shall hA/Ve no breach of contra, or shall not be outcast or make its contra be terminated due to the reason of the Tenderer in recent three years; and there shall be no major lawsuit to be settled, and shall be not in the status of being ordered to suspend produion or bankruptcy.
5.投标人近五年所供设备无重大及以上质量、安全责任事故发生。
There shall be no major or severer quality or safety accident on the equipment provided by the Tenderer in recent five years.
6.与招标人存在利害关系可能影响招标公正性的法人、其他组织或个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段或者未划分标段的同一投标。
The legal person, other organizations or individuals who hA/Ve interest relation with the Tenderee and may impa the tendering fairness shall not participate in the bid. Different units which are under the charge of the same person or with holding and management relations shall not participate in the bid of the same bid seion or the same tendering proje without bid seion division.
7.本次招标不接受联合体投标；不接受进口设备国内代理商投标。投标人所投产品必须是先进、可靠的产品，不接受试验或试制性产品；投标人的业绩必须真实（提供联系方式），如发现虚假业绩，将取消其投标资格。
This tendering will not accept joint bidding, or domestic agent bidding of imported equipment. The produs provided by the Tenderer must be advanced and reliable produs, and test or trial-manufaure produs will not be accepted; the Tenderer’s performance must be authentic (provided with conta information), and in case of any false performance, the Tenderer’s bid qualification will be canceled.
8.在近三年内没有骗取中标、严重违约。
The Tenderer shall hA/Ve no the behA/Vior of winning a bid by cheating or severely breaching a contra or agreement in recent three years.
9.投标人应为有生产能力的国外燃气机组天然气电动多轴离心式压缩机制造企业,天然气电动多轴离心式压缩机投标设备必须为原装整机成撬进口设备。
The Tenderer shall be a foreign manufaurer of eleric multi-axis natural gas centrifugal compressor for fuel gas turbine unit with produion capacity, and the compressor for bid must be skid imported complete machine with original packaging.
10.财务状况良好，审计报告结论良好（应提供经有资质会计律师事务所审计盖章的近三年资产负债表、损益表、现金流量表）。
The Tenderer shall be in a good financial status, with good conclusion of audit report (and it shall provide the balance sheet, income statement and cash flow statement in recent three years which are audited and sealed by qualified accounting and law firms).

六、招标文件的获取：

在投标截止日期前，投标人必须在中国电力招标采购网（http://www.chinabidding.com）有效注册而且通过年审，取得国际竞争性的投标资格，否则其投标资格将被取消。
Prior to the bidding deadline, the Tenderer shall register at http://www.chinabidding.com and pass the annual audit, so as to obtain the bidding qualification for international competitive tendering projes, or the Tenderer’s bidding qualification will be cancelled.
本次招标采取资格后审的方式，在开标前不对报名单位进行资格审查。有意向的单位看到本公告后可直接按照要求购买招标文件、制作投标文件，并参加开标。开标后，评标委员会首先对投标人进行资格审查（投标文件中应包含资格审查资料），符合资格条件要求的投标人才能进入下一步详评。
This tendering will adopt the “postpositive audit to qualification” mode, in which the Tenderer qualification will not be audited before the bid opening. After seeing this notice, those intentional companies may observe requirements to direly purchase tendering documents, formulate bidding documents, and partake in the bid opening. In the wake of the bid opening, the bid evaluation committee will first audit the Tenderer’s qualification (there shall be qualification audit materials in the bidding documents), and those Tenderers that meet the qualification requirements may partake in the subsequent detailed evaluation.
