1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物及伴随服务提交密封投标。
货物名称：中控系统
货物描述：提供的中控系统须包括过程控制系统（PCS）、应急关断系统（ESD）和火气系统（FGS）的硬件配置、编程组态、陆地及海上调试服务等，具体供货范围参见招标文件。其中火气系统（FGS）除包括上部组块火气系统、钻机模块火气系统和生活楼寻址盘外，还包括上部组块、钻机模块和生活楼的现场火气探头报警设备。ESD系统和FGS系统须取得SIL3证书，可寻址火灾报警控制盘须取得SIL2证书，可燃气体探头、火焰探头、硫化氢探头、弃平台按钮、FM200释放按钮和FM200抑制按钮须取得SIL2证书；可燃气探头须取得3C认证证书；系统（包括控制器、输入输出模块、通讯模块和I/O底板）须有G3防腐测试报告。
数 量：1套
交 货 期：合同生效后18周内一批次交至交货地点。
交货地点：DDP/DAP 广东省珠海市高栏海工建造现场
2. 业绩和资格要求：
投标人必须是PCS系统和SIS系统（ESD和FGS）制造商，投标人提供的中控系统（必须包括PCS、ESD和FGS三者）必须具有至少两套在海上运行两年以上的使用业绩（改造项目除外，同一设施只计为一个业绩），并提供业绩证明材料，业绩证明文件包括：1)提供合同复印件，体现供货范围、签订时间和使用环境等内容；2)设备调试报告、临时接受证书、最终接受证书或用户使用证明等四者之一。招标人不接受未经应用的新试制产品。
3.有兴趣的合格投标人可通过以下方式获取招标文件：
从2017年7月26日开始至2017年8月4日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年8月16日09:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦。
5.开标时间：定于2017年8月16日09:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。
6.开标地点：北京市东城区东直门外小街6号海油大厦3层会议室。

1.CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following goods:
Name of Goods: Central Control System
Description of Goods:The central control system shall be provided including process control system (PCS), emergency shutdown system (ESD) and fire and gas system (FGS) . SUPPLIER shall supply all hardware, programming, configuration, onshore and offshore commissioning. For details of the scope of supply, please refer to the bidding documents. The fire and gas system (FGS) including TOPSIDE fire & gas system, MDR fire & gas system and LQ addressable fire alarm panel, it also including Fire & Gas deteion/alarm devices of TOPSIDE,MDR and LQ. The ESD and FGS system must be provided with SIL 3 certificate. The Addressable fire alarm panel for living quarter must be provided with SIL 2 certificate. The Combustible gas deteor, flame deteor, Abandon Platform Push Button, FM200 Manual Release Pushbutton and FM200 Release Hand-Off-Auto Switch shall be provided with SIL 2 certificate, The Combustible gas deteor devices require 3C(China Compulsory Certification) certificate. The PCS, ESD and FGS including all controller modules, I/O modules, communication modules and I/O backplanes shall meet ISA-S71.04-1985 Airborne Contaminants Class G3, and provide G3 anticorrosive test report.

2.Performance Requirments:
Bidders must be the manufaurer of PCS and SIS（ESD and FGS） system. The PCS, ESD and FGS shall hA/Ve been proven performance for at least two achievements on offshore facility (exclude modification proje, one facility regarded as one achievement) and operation for more than two years, and supporting documents must be provided. (The supporting documents shall include: 1. A copy of the contra, which include the signing time, arrival time and the scope of supply; 2. FAT/SAT report, Check Acceptance Certificate or Final Acceptance Certificate). Unused prototype equipment shall not be acceptable.
3.The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 26th,2017 toAug.4th,2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Biddercan download the Bidding documents. Bidder fails to purchase Biddig documents online is not eligible to bid.
