投标人应具备的资格或业绩：1)投标人必须是从事相关设备生产与销售独立制造厂商、或制造厂商正式直接授权针对该项目的唯一销售代理（代理商需提供相应的代理授权证明文件，包括英文原件复印件及相应的中文翻译件，同时应提供同类产品销售或安装业绩）。 2）投标人名称应与招标代理机构的购标登记表上的名称一致，否则其投标文件将予以拒绝接受。 3）本项目不允许联合体投标。 4）对于参加投标的产品，投标文件中必须附有有效的中华人民共和国无线电管理委员会办公室核发的“无线电发射设备型号核准证”。并提供相应的复印件。 5)所投设备必须获得中国民用航空局空中交通管理局颁发的有效的《民用航空空中交通通信导航监视设备使用许可证》（投标人需提供证书的复印件以作证明，证书须处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料）。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) the bidder must be engaged in the relevant equipment produion and sales of independent manufaurers, or manufaurers direly authorized for the proje's only sales agent (agents need to provide the appropriate proof of proxy documents, including the original copy of the English and the corresponding Chinese Translation, and should provide similar produs sales or installation performance). 2) The name of the bidder shall be the same as the name on the registration form of the bid invitation agency. Otherwise, the bid document shall be rejeed. 3) The consortium is not allowed to bid. 4) For the produs to participate in the tender, the tender documents must be accompanied by an effeive radio management committee of the People's Republic of China issued the "radio transmission equipment model approval certificate." And provide the corresponding copy. 5) The equipment must be obtained by the Civil A/Viation Administration of China Air Traffic Management Bureau issued an effeive "civil A/Viation air traffic and nA/Vigation and nA/Vigation monitoring equipment permit" (the bidder to provide a copy of the certificate to prove that the certificate must be valid , If the certificate requires additional information to continue to be effeive, subje to additional information as required).
