黑龙江省中荣工程招标咨询有限公司受业主委托，邀请合格投标人就省种子管理局专用设备采购的下列货物和有关服务提交密封投标：

1. 投标人资质要求：

（1）参加本项目的投标人需具备《政府采购法》第二十二条供应商资格条件；参加本项目的投标人需在黑龙江省政府采购网上注册登记并备案通过；

（2）参加本项目的投标人需为中华人民共和国境内注册的合法经营的独立企业

（3）参加本项目的投标人需具有合格、有效的企业法人营业执照、组织机构代码证、税务登记证、开户许可证；

（4）参加本项目的供应商需具有良好社会信誉及类似项目供货经验；

（5）参加政府采购活动从公告发布之日起近三年（查询结果告知函开具时间在公告发布之日到报名结束期间内）在经营活动中无重大违法记录，开标时出具检察机关通过《检察机关行贿犯罪档案查询系统》对项目投标企业的行贿犯罪档案，如有违法违规记录的，不得参与本项目投标；

（6）投标人需是本次招标内容的制造企业或其授权的代理商、经销商（若为代理商、经销商需提供生产厂家针对本次项目所投产品的唯一授权及售后服务承诺函）。

（7）为保证服务质量，投标供应商须提供为授权委托人缴纳的由当地社保机构出具并加盖公章的近三个月（公告发布之日前三个月）社保证明材料，授权委托人的社保不是供应商缴纳或缴纳未满三个月的无效。

（8）法律、行政法规规定的其他条件；

（9）本项目不接受联合体投标。

（10）本项目不允许兼投兼中，投标人只允许对其中一个包进行投标，投标人必须整包报价，不得拆包。

3、Thebderqualificationsrequired:

(1)Thebderwhoparticipatesinthisprojeshallpossessthequalificationconditionofthesupplierunderarticle22ndoftheGovernmentprocurementlaw;thebderwhoparticipatesinthisprojeshallregisterandrecordthroughtheHeilongjiangprovincialgovernmentprocurementonline;

(2)ThebderwhoparticipatesinthisprojeshallbealawfullyoperatedindependententerpriseregisteredintheterritoryofthePeople'sRepublicofChina;

(3)ThebderwhoparticipatesinthisprojeshallhA/Veaqualifiedandeffeivebusinesslicense,anorganizationcodecertificate,ataxregistrationcertificateandanaccountopeningpermit;

(4)ThesupplierwhoparticipatesintheprojeshouldhA/Vegoodsocialreputationandsimilarprojesupplyexperience;

(5)Toparticipateingovernmentprocurementaivitiesfromthedateofpublicationofnearlythreeyears(thedateofthenoticeoftheresultsofthepublicationofthedayoftheannouncementtotheendoftheregistrationperiod)inthebusinessaivitieswithoutsignificantillegalrecords,whenthebopeningisissued,theprocuratorialorganshallnotparticipateinthebdingoftheprojethroughthebriberycrimefileofthetenderingenterprisebytheprocuratorialorgan;

(6)Thebdershallbethemanufaurerofthetendercontentoritsauthorizedagentsanddistributors(iftheagent,distributorshallprovethesoleauthorizationandafter-saleservicecommitmentfortheprodusinvestedbythemanufaurerforthisproje).

(7)Inordertoensurethequalityofservice,bdingsuppliersshallbeprovedtoauthorizedclientstopayissuedbythelocalsocialsecurityinstitutionandstampedwiththeofficialsealofthepastthreemonths(threemonthsbeforetheannouncement)socialsecuritydocuments,authorizedthetrustee'ssocialsecurityisnotA/Vendortopayortopaythreemonthsofageisinval.

(8)Otherconditionsstipulatedinlawsandadministrativeregulations;

(9)Thisprojedoesnotacceptconsortiumbding.

(10)Theprojeisnotallowedtovoteconcurrently,thebderwillonlyallowonepackageforthetender,thebdermustcompletethepackagequotation,notunpacking.

4、有意向的投标人可以从2017年9月5日起至9月12日(节假日除外)上午9时至11时，下午2时至4时(北京时间)在哈尔滨市南岗区淮河路365号中植方洲苑29栋3单元102室购买招标文件，逾期不予受理。投标人报名时须携带营业执照、税务登记证、组织机构代码证、开户银行许可证、法定代表人授权委托书、法定代表人身份证、被授权人身份证、行贿犯罪查询结果告知函（符合第3条第（5）款）、制造商出具的货物合法来源渠道证明文件（符合第3条第（6）款）、社保证明材料（符合第3条第（7）款），以上全部证件原件及复印件各一套（复印件加盖投标供应商公章），本招标文件每套售价500元人民币或80美元，售后不退(国内邮购须另加100元人民币；国外邮购须另加20美元)。
