3、投标人资格要求

投标人应具备的资格或业绩：1）投标人必须是从事相关设备生产与销售的制造商或其唯一授权的代理商（代理商投标时，必须提供制造商的有效的唯一授权书且同一品牌仅能委托一个代理商参加投标）。 2）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件将予以拒绝接受。 3）本项目不允许联合体投标。 4）投标产品应在中国境内或境外民航空管系统广泛使用并应具中国民用航空局核发的有效期内的“民用航空空中交通通信导航监视设备使用许可证”（或临时许可证）。 5）系统必须有一个或以上在中国境内或者境外规模50席位（含）以上且有一年以上稳定使用的经历；并且中国境内或者境外用户国家能达到10个及以上。(投标人需提供销售合同或用户使用证明复印件。销售合同或用户使用证明均需能反映上述规格等要求)

3.Qualification Requirements For Bidder

Qualifications or Performance：1) the bidder must be engaged in the produion and sale of related equipment manufaurers or their sole authorized agents (agents must bid to provide the manufaurer's only effeive power of attorney and the same brand can only entrust an agent to participate in the tender) The 2) The name of the bidder shall be the same as the name on the registration form of the bid invitation agency. If the inconsistency, the tender documents will be rejeed. 3) The consortium is not allowed to bid. 4) Tender produs should be widely used in China or overseas civil air traffic control system and should be issued by the Civil A/Viation Administration of China within the validity period of the "civil air traffic and nA/Vigation and nA/Vigation monitoring equipment use permit" (or temporary permit). 5) The system must hA/Ve one or more experiences of more than 50 seats (inclusive) or more than one year in China or abroad, and 10 or more in China or abroad.
