normal style='text-indent:24.0pt'>本项目要求开发满足江苏省级不动产登记信息管理需要的江苏省级不动产登记信息管理基础平台软件，按照省、市、县原则上各级分级建设的模式，以应用服务为导向，以标准规范和信息安全为保障，以数据为核心，以基础设施为环境，建立省级不动产登记信息管理基础平台，满足省本级不动产登记、自然资源确权登记和全省登记成果管理需求，实现不动产登记信息与审批、交易信息实时互通共享，向相关行业部门提供信息共享，向社会公众依法提供信息查询服务；以全省数据逐级汇交为手段，建成全省不动产登记数据库体系；以市县为建设主体，省国土资源厅进行业务和技术指导，积极推进市县级不动产登记信息系统的全面建成。

normal style='text-indent:24.0pt'>本项目采购内容包括项目建设软件、安装实施及部署所需辅材、配件、人工、培训及有关技术服务、售后服务。

normal style='text-indent:24.0pt'>本项目共分3个包，包1：硬件及系统软件，预算金额936万元；包2：标准体系建设，预算金额130万元；包3：应用软件及数据库，预算金额1223万元。详见项目需求。

normal style='text-indent:24.0pt'>各分包投标报价超过政府采购预算的为无效投标。

normal style='margin-left:21.0pt'>三、供应商资格要求

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'>（一）符合政府采购法第二十二条第一款规定的条件，并提供下列材料：

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'> 1、法人或者其他组织的营业执照等证明文件，自然人的身份证明；
　　 2、上一年度的财务状况报告（成立不满一年不需提供）；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode:char'> 3、依法缴纳税收和社会保障资金的相关材料；
　　 4、具备履行合同所必需的设备和专业技术能力的书面声明；
　　 5、参加政府采购活动前3年内在经营活动中没有重大违法记录的书面声明；

normal style='text-indent:24.0pt;line-height:150%'>投标保证金金额为人民币，包1投标保证金金额为玖万元整，包2投标保证金金额为壹万叁仟元整，包3保证金金额为壹拾贰万元整。

normal style='text-indent:24.0pt;line-height:28.0pt'>供应商缴纳的保证金必须于投标文件接收截止时间前一日的17时前，以供应商的名称，按招标文件规定的金额缴纳到指定账户。保证金只接受供应商通过人民银行大额支付系统或小额支付系统汇款到指定账户，不接受代缴等其他形式缴纳的保证金。
