2．有意向的投标人可从北京国科军友工程咨询有限公司得到进一步的信息和查阅招标文件。
3．有意向的投标人可从2017年10月27日～2017年11月3日（节假日除外）每日上午09时至11时，下午02时至04时，按照招标公告要求购买招标文件，购买人需持单位介绍信或单位负责人授权书、购买人身份证原件及复印件，国内投标人投标还需持开户许可证（基本账户）复印件购买，招标文件每套售价500元人民币或85美元，售后不退[邮购须另加50元人民币（国内），200元人民币或35美元（国外）]。未购买招标文件不可以参加投标。
4．所有投标文件应于2017年11月21日09时00分（北京时间）之前递交到陕西省西安市雁塔区电子二路88号菲林酒店九层会议室。
5．定于2017年11月21日09时00分（北京时间），在陕西省西安市雁塔区电子二路88号菲林酒店九层会议室公开开标。届时请参加投标的代表出席开标仪式。
