normal style="margin-top:7.8pt;text-indent:21.2pt;line-height:28.0pt">（1）南沙、番禺、增城、从化四个郊区供电局，由于地域较大且位置较分散，考虑每个区局单独列一个标段，共4个标段。
normal style="margin-top:7.8pt;text-indent:21.2pt;line-height:28.0pt">（2）为加大设计力量投入，花都局申请拆分成2个标段，1个标段为雅瑶、城郊及炭步供电所；1个标段为狮岭、花东、花山、赤坭及梯面供电所。
normal style="margin-top:7.8pt;text-indent:21.2pt;line-height:28.0pt">（3）白云局2019年前期-勘察设计编制工作任务最为繁重（据统计，白云局2018年前期编制项目总投资占全局约26%），为了确保白云局有足够的咨询和设计力量，根据白云局各所近2年投资情况，将白云局均衡拆分成3个标段。1个标段为城北、钟落潭和太和供电所；1个标段为西郊和江高供电所；1个标段为人和和城郊供电所。

特别说明：根据网公司《关于印发〈配网基建项目规范管理指导意见〉的通知》（基建﹝2016﹞70号文）的要求，中低压配电网紧急基建项目（包括中低压配电网业扩配套项目、应急中低压配电网基建项目、供电配套项目）的勘察设计招标按年度框架招标方式，在年度框架招标采购完成前，沿用上年度招标结果。

五、招标文件获取方式

normal style="line-height:28.0pt">（1）本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018 年02 月09日11时00 分00 秒至2018 年02月13 日17 时00 分00 秒下载加盖南方电网物资有限公司电子章的电子版招标文件，过期无法购买。
normal style="text-indent:24.0pt;line-height:28.0pt">按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016 年3 月1 日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2 天完成供应商登记（提交登记信息时请选择“广州供电局有限公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5 日内办理数字证书。

六、投标文件递交

normal style="line-height:28.0pt">所有投标文件必须以标段为单位递交。
normal style="line-height:28.0pt">（1）电子版投标文件开始递交时间：2018 年02 月09日11时00 分00 秒，截止时间：2018 年03 月05 日14时00 分00 秒。
