2.1项目地点：湛江市
normal align=left style="text-align:left;line-height:20.0pt">2.2项目规模：湛江供电局2018年营销项目工程造价咨询[服务招标]包括湛江供电局2018年营销技改、营销修理及其他营销费项目工程造价咨询项目（含2018年续建至2019年项目），总投资约12000万元。具体项目明细（项目个数、规模等）最终以广东电网有限责任公司或湛江供电局批复的为准，在实施过程中如遇项目调整、新增则以广东电网有限责任公司或湛江供电局调整后、新增的为准。
normal align=left style="text-align:left;line-height:20.0pt">2.3招标范围：湛江供电局2018年营销项目概预算、竣工结算阶段全部费用审核，收集和整理结算依据资料，审核工程设计变更及现场签证，审核工程造价是否符合有关法规及公司程序、公司管理规定，审核工程概预算、结算的编制是否客观、公正、合理、合法地反映了工程建设的实际情况，工程量计算是否准确、定额和费用标准使用是否正确，并出具相应的结算审核报告。

normal style="line-height:20.0pt">3. 投标人资格要求
normal style="line-height:20.0pt">3.1须是在中华人民共和国境内注册的独立法人，持有合法有效的企业法人营业执照；
normal style="line-height:20.0pt">3.2具有建设行政主管部门颁发的建设工程造价咨询甲级资质；
normal style="line-height:20.0pt">3.3拟担任本项目的项目负责人需具备全国注册造价工程师资格；
normal style="line-height:20.0pt">3.4自 2014年至至今，完成过（或正在完成）质量合格的类似造价咨询服务项目。
normal style="line-height:20.0pt">3.5在项目所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。
normal style="line-height:20.0pt">3.6 不接受联合体投标。
normal style="line-height:20.0pt">4. 招标文件的获取
normal align=left style="text-align:left;line-height:19.5pt">4.1本次实行网上发售电子版招标文件，不再出售纸质招标文件，以投标人网上下载的加盖湛江中汇电力咨询有限公司电子章的电子版招标文件为准。凡有意参加投标者，2018年2月23日09时00分00秒至2018年2月27日17时00分00秒，登陆阳光电子商务平台（www.bidding.csg.cn）凭企业CA证书电子钥匙购买招标文件（过期无法购买），购买成功后可在投标截止时间前下载电子版招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（提交登记信息时请选择“广东电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（2）供应商在购买采购文件前需完成注册登记并审核通过，供应商要为注册登记预留足够的时间，由于投标人自身原因，截至采购文件发售时间尚未完成注册登记审核造成无法及时进行标书购买后果由投标人承担。
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（3）供应商必须在投标截止日期前完成数字证书的办理，供应商要为数字办理预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（4）凡有意参加投标者，请在发标时间内完成标书购买（包含标书购买申请及招标代理机构确认通过），请为标书购买申请和确认预留足够时间，由于投标人自身原因，截至招标文件发售时间尚未完成标书购买的后果由投标人承担。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（1）投标人通过南方电网公司电子商务平台在线支付或现场收取标书费，标书费发票统一在开标现场领取。
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">（2）注意事项：
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">①投标人在电子商务系统中提交购买标书费申请时请填写正确的增值税发票信息，如因投标人自身原因导致无法开具正确的增值税发票的，责任由投标人承担。
normal align=left style="text-align:left;text-indent:21.0pt; line-height:19.5pt">②标书费采用电汇转账方式递交的，标书费的汇款单位名称必须与投标人名称一致，投标人必须按规定的截止时间提前将款项汇到招标文件指定账户，并在汇款用途栏中准确填写本项目的招标编号（注意：编号不可有误）；已汇款的投标人需在截止时间前，在系统中上传电汇单据扫描件，为不影响标书费确认，建议至少提前1个工作日提交。

normal style="text-indent:21.0pt;line-height:20.0pt">各投标人或其他利害关系人对投标文件等存有异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以电子邮件发出，但书面投诉书必须在电子邮件发出的当天同时寄出，投诉书格式详见上述格式。

normal style="text-indent:21.0pt;line-height:20.0pt">（1）投诉人不是招标投标活动的参与者，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；
normal style="text-indent:21.0pt;line-height:20.0pt">（2）投诉事项不具体，且未提供有效线索，难以查证的；
normal style="text-indent:21.0pt;line-height:20.0pt">（3）投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；
normal style="text-indent:21.0pt;line-height:20.0pt">（4）超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；
normal style="text-indent:21.0pt;line-height:20.0pt">（5）已经作出处理决定，并且投诉人没有提出新的证据的；
normal style="text-indent:21.0pt;line-height:20.0pt">（6）投诉事项已进入行政复议或诉讼程序的；
normal style="text-indent:21.0pt;line-height:20.0pt">（7）涉及招标评标过程具体细节、其他投标人的商业秘密或其他投标人的投标文件具体内容但未能说明内容真实性和来源合法性的投诉。

normal style="text-indent:26.25pt;line-height:20.0pt;layout-grid-mode: char">经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或他人造成损失的，将限制其1年内不得参加广东电网有限责任公司组织的招投标活动。
