本 高州市省级水利建设示范县新增项目（21宗灌区改造工程)已由高州市发展和改革局以高发改【2017】55号批准建设，由广东省财政厅以粤财农[2016]155号下达资金，招标人为高州市水利水电工程建设管理中心。项目已具备招标条件，现对本项目的 施工 进行公开招标。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">2.1 项目规模：高州市省级水利建设示范县新增项目21 宗灌区改造工程的任务为灌溉，设计灌溉面积共45030亩。主要建设内容是通过对灌区现有的渠道和渠系建筑物、水陂、山塘等进行加固改造。21宗工程为小型灌区，工程等别为Ⅳ等，渠道及渠系的主要建筑物为5级，次要建筑物为5级。招标金额约为4872万元。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:19.0pt;mso-line-height-rule:exaly">①具有独立法人资格、 具备水利水电工程施工总承包叁级或以上资质并已取得建设行政主管部门颁发的安全生产许可证且在广东省水利厅已办理信用管理信息录入手续并通过终审；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:19.0pt;mso-line-height-rule:exaly">②拟投入项目经理具有水利水电工程专业二级（含二级）以上注册建造师资格，广东省外注册的需具备水利水电工程专业一级建造师资格，并取得安全生产考核合格证，且没有在建工程；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">③拟投入的项目技术负责人须具有水电工程类专业高级工程师或以上技术职称；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">④财务负责人1人(最好具有会计从业资格证书或初级会计师或以上职称证书)、造价负责人1人(具有中国水利工程协会颁发的造价工程师资格证)；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">⑤由于本项目有21宗灌区改造工程，因此投标人必须投入施工员、质检员、资料员、材料员各4人(具有中国水利工程协会颁发的岗位证书)，专职安全生产管理人员4人(具有水行政主管部门颁发的专职安全生产管理人员（C类）安全生产考核合格证书和中国水利工程协会颁发的岗位证书)；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">⑦拟投入主要管理人员（24人，一人一岗，不得兼任），2017年12月以投标单位名义购买社保；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">⑧投标申请人在报名前应到广州公共资源交易中心办理企业信息登记。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly">3.2 未在茂名市办理入茂信息登记手续的外来施工企业在中标后28天之内完成登记手续。
