normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本河源110千伏桂林输变电工程施工已由河源市发展和改革局以河发改交能函〔2017〕544号批准建设，项目建设单位为广东电网有限责任公司河源供电局，建设资金为自有资金及银行贷款，招标人为广东电网有限责任公司。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：河源

2.2建设规模：※变电部分：本期新建主变2×63MVA，110kV出线4回，10kV出线30回，10kV无功补偿2×3×5010kvar；对侧220kV升平站110kV线路保护改造；对侧110kV临江站110kV线路保护改造。※变电站配套通信设备nEstyle="mso-hansi-font-family:宋体;color:windowtext;mso-bidi-font-weight:bold">。※线路部分：本期工程全长合计3.261km，其中新建110kV桂林至临江双回架空线路长1.646km，新建110kV升平至桂林四回架空线路挂四回线路1.527km，双回线路0.088km。具体建设规模以设计施工图纸为准。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.3计划工期：183日历天，计划开工日期：2018年04月01日，计划竣工日期 2018年09月30日。（实际工期以开工报告、竣工报告为准）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.4招标范围：施工图纸范围内的建筑、安装、调试工程以及完成招标文件规定的工程项目所需的各项工作（具体内容详见招标文件）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.5标段划分：本项目本次招标分为1个标段。（具体标段划分详见招标文件）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3. 投标人资格要求

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.1具有独立法人资格，持有合法有效的企业法人营业执照；建设行政主管部门颁发的安全生产许可证且在有效期内。

3.2资质要求：具备电力工程施工总承包叁级及以上资质，或输变电工程专业承包叁级及以上资质。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.3具备《承装（修、试）电力设施许可证》承装类三级及以上许可。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.7项目经理（项目负责人）的要求：拟派驻的项目经理（项目负责人）要求已取得二级及以上注册建造师执业证书（机电专业），同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">注：根据广东省住房和城乡建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.8资信要求：在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.9 不接受联合体投标 。

3.10 其他：①已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业在广州公共资源交易中心的企业信息登记在册人员。

normal style="line-height:150%">②若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。

normal style="line-height:150%">③投标人必须按照中国南方电网有限责任公司要求，在阳光电子商务平台(www.bidding.csg.cn）上完成办理供应商登记。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt">4.1凡有意参加投标者，请于2018年2月24日00时00分至2018年3月1日17时00分（北京时间，下同），在广州公共资源交易网（www.gzggzy.cn）进行网上投标报名 (网上投标报名必须填写完整的报名信息，若项目负责人漏填或与投标时不一致，按否决投标处理。2、投标报名,如为多标段，报名时需按标段进行报名。)

normal style="line-height:22.0pt;mso-line-height-rule:exaly">5.1投标文件递交开始时间：2018年2月24日00时00分，截止时间为2018年3月16日14时00分。投标地点：广州公共资源交易中心系统。【注：具体以广州公共资源交易网（http:// www.gzggzy.cn）“服务指南→交易活动安排”处公布的投标时间为准】
