normal style="text-indent:24.0pt;line-height:18.0pt;text-autospace: ideograph-numeric">本汕尾110千伏星云至马田II回线路工程林地征占用可行性研究项目已批准建设，项目建设单位为广东电网有限责任公司汕尾供电局，招标代理为广东曦达工程咨询有限公司。项目已具备招标条件，现对该项目进行公开招标。

2.1建设地点：汕尾市 

2.2建设规模：本期工程动态总投资3873万元，主要建设规模包括以下工程的林地征占用可行性研究报告编制：

1)、变电工程

1.220千伏星云站扩建至马田站出线间隔；

2.110千伏马田站扩建至星云站出线间隔。

2）、线路工程：由星云站至马田站，新建单回线路长约1×34.5千米；利用现有双回线路备用横担加挂单回导线长约1×（0.9+3.1千米），形成110千伏星云至马田Ⅱ回线路。导线截面采用1×300平方毫米。

normal style="line-height:18.0pt;text-autospace:ideograph-numeric">4.1本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施

normal style="line-height:18.0pt;text-autospace:ideograph-numeric">电子化招标投标。凡有意参加投标者，请于2018年2月25日09时00分至2018年3月2日17时00分下载电子版招标文件，过期无法购买。

normal style="line-height:18.0pt;text-autospace:ideograph-numeric">按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行

normal style="line-height:18.0pt;text-autospace:ideograph-numeric">完成系统登记注册和审核（具体见2016 年3 月1 日网站发布的南方电网公司投标单位登记公告），并办理投标单位数字证书（办理流程见网站下载中心数字证书办理指南），为避免

normal style="line-height:18.0pt;text-autospace:ideograph-numeric">耽误招标文件购买及投标，请在标书发售截至时间前2 天完成投标单位登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，投标单位凭申请的账号、密码登陆电商系统购买标书，并在购买标书5 日内办理数字证书。

公告附件1：招标投诉和异议受理的相关内容

投标人和其他利害关系人认为本次招标活动违反法律、法规和规章规定的，有权向投诉受理机构进行投诉。

2、投诉书的格式及要求

投诉书中应包含投诉人名称、联系人及联系方式、投诉对象、投诉事项的基本事实、相关请求及主张、有效线索和相关证明材料等信息。

投诉书必须由其法定代表人或者授权代表签字并加盖单位公章；投诉由其他利害关系人提出的，还需出示投诉人与本次投标存在利害关系的证明文件，并附有效身份证明复印件。

各投标人或其他利害关系人对投标活动或投标文件存在异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以传真方式提出，但书面投诉书必须在传真发出的当天同时寄出。

3、投诉内容及时限

3.1.对资格预审文件的内容有异议的，应在提交资格预审文件截止时间2天内提出；

3.2.对招标文件内容有异议的，应在投标截止时间10天内提出；

3.3.对开标有异议的，应在开标现场向监督人员提出；

3.4.对推荐中标结果有异议的，应在中标候选人公示期间提出。

4、投诉不予受理的情形

4.1. 投诉人不是招标投标活动的参与者，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；

4.2. 投诉事项不具体，且未提供有效线索，难以查证的；

4.3. 投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；

4.4. 超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；

4.5. 已经作出处理决定，并且投诉人没有提出新的证据的；

4.6. 投诉事项已进入行政复议或诉讼程序的；

4.7. 涉及招标评标过程具体细节、其他投标人的商业秘密或其他投标人的投标文件具体内容但未能说明内容真实性和来源合法性的投诉。

5、恶意行为的处罚

经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或他人造成损失的，将限制其1年内不得参加广东电网有限责任公司汕尾供电局组织的招投标活动。
