四、发布公告的媒介
normal style="text-indent:24.0pt;line-height:150%">潜在投标人通过公告刊登的网站：中国中国电力招标采购网（www.dlztb.com）或中国南方电网有限责任公司阳光电子商务平台（ink>www.bidding.csg.cn）查阅本项目招标信息，并下载相关附件。
五、招标文件获取方式
normal style="line-height:150%">5.1. 招标文件获取流程
normal style="line-height:150%">（1）本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018 年02 月26日11时00 分00 秒至2018 年03月05 日17 时00 分00 秒下载加盖南方电网物资有限公司电子章的电子版招标文件，过期无法购买。
normal style="text-indent:24.0pt;line-height:150%">按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016 年3 月1 日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2 天完成供应商登记（提交登记信息时请选择“广州供电局有限公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5 日内办理数字证书。

normal style="line-height:150%">（1）招标文件（电子文件）每包售价详见本公告第二条标的清单，招标文件售后不退。
normal style="line-height:150%">（2）投标人通过电子商务平台在线支付标书费，纸质发票开标现场领取。
六、投标文件递交
normal style="line-height:150%">6.1. 投标文件递交方式
normal style="line-height:150%">通过阳光电子商务平台（www.bidding.csg.cn）递交电子投标文件。
normal style="line-height:150%">所有投标文件必须以包为单位递交。
normal style="line-height:150%">（1）电子版投标文件开始递交时间：2018 年02 月26日11时00 分00 秒，截止时间：2018 年03 月26日10时00 分00 秒。
normal style="line-height:150%">（2）纸质版投标文件递交时间：2018 年03 月26日09 时00 分00 秒至2018 年03 月26日10 时00分00 秒。投标文件递交地点：广州市黄埔区黄埔东路2 号广州供电局有限公司物流服务中心2 号楼2 楼开标大厅。

normal style="line-height:150%">（4）投标人的法定代表人或其委托的代理人身份证原件或驾驶证原件（由投标人的法定代表人或其委托的代理人递交投标文件，证件经现场收标人员核对无误后退还）；

normal style="line-height:150%">6.3. 投标文件不予受理情况
normal style="line-height:150%">（1）逾期送达或未送达指定地点的。
normal style="line-height:150%">（2）未通过正规渠道获取招标文件的投标人，所提交的投标文件。
normal style="line-height:150%">（3）如有投标保证金要求，且投标人未缴纳投标保证金。
normal style="line-height:150%">（4）通过公告规定以外的方式，如邮寄、传真、电子邮件等方式递交投标文件的。
normal style="line-height:150%">（5）投标人未按要求对投标文件进行填写、密封、标识等的。
