normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本紫惠高速公路紫金县路段管线（通信部分）迁改施工已由广东省发展和改革委员会以“粤发改交通函[2016]5450号文”批准建设，建设资金为政府补助、企业自筹和银行贷款，招标人为紫金县紫惠高速公路建设领导小组办公室。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">河源市紫金县

2.2建设规模：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">紫惠高速公路紫金县路段管线迁改项目，项目估算投资总额约2500万元（最终以审定预算为准)。因高速公路建设的需要对通信线路进行迁改。（具体详见招标文件及施工图纸）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.3计划工期：95日历天（具体以开工报告、竣工报告为准）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.4招标范围：对施工范围内因公路建设及运营的要求而受影响的通信（含国防光电缆）、广播电视等线路、管道和设施迁改工程进行施工。工作内容从初步设计开始至工程竣工投产止，包括但不限于：工程报建（含规划报建、施工报建等）、初步设计（含初勘初测、概算编制）、施工图设计（含详勘定测）、施工图预算编制、竣工图编制、临时用地、永久用地及附着物、设备及材料采购管理、建筑和安装施工、调试、拆除工程、验收、竣工投产、移交等各阶段的相关内容和工作。具体以施工图纸为准。（具体内容详见招标文件）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.1具有独立法人资格，持有合法有效的企业法人营业执照，注册资金在1亿元以上；建设行政主管部门颁发的安全生产许可证且在有效期内。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.3省外通信工程参建单位入粤同时须提供广东省通信管理局备案证明（必须取得2018年有效的入粤备案证明)，同时承诺在本项目实施过程中该备案证明保持有效。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.5业绩要求：近5年完成过高速公路或城市道路通信管线迁改工程的合同金额累计3000万元及以上的业绩。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">注：（1）近5年指2013年1月1日至投标文件递交截止日，施工业绩以业主单位出具的交（竣）工验收证书或当地通信部门同意验收运营的证明文件或业主开具的完工证明的签发时间为准。（2）施工业绩不含轨道工程（地铁、轻轨、铁路等）通信管道、线路迁改。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.7项目经理（项目负责人）的要求：拟派驻的项目经理（项目负责人）要求已取得一级及以上注册建造师执业证书（通信与广电专业），同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.9 不接受联合体投标 。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.10 其他：已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业信息登记中的在册人员。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:18.0pt">4.1 凡有意参加投标者，请于2018年2月27日至 2018 年3月 5  日，每日上午09:30时至 11:00时，下午14:00时至16:00时（北京时间，下同），在 广州公共资源交易中心（广州市天河区天润路333号）【注：具体办事窗口在广州公共资源交易网（http://www.gzggzy.cn）“服务指南→交易活动安排”处查询】，投标报名及购买招标文件。
