normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">深圳至中山跨江通道项目（以下简称“深中通道”）已具备招标条件，深中通道管理中心（以下简称“招标人”）作为招标人，现对该项目伶仃洋大桥全桥气弹模型及大比例尺节段模型抗风试验研究进行公开招标，并对投标人进行资格后审。

normal style="text-indent:24.0pt;line-height:150%">2.1深中通道北距虎门大桥约30km，南距港珠澳大桥约38km。项目起于广深沿江高速机场互通立交，在深圳机场南侧跨越珠江口，西至中山马鞍岛，终于横门互通立交，与中开高速公路对接；通过中山东部外环高速与中江高速公路衔接；通过连接线实现在深圳、中山及广州南沙登陆，项目全长约24.0km。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">本次招标内容为深圳至中山跨江通道项目伶仃洋大桥全桥气弹模型及大比例尺节段模型抗风试验研究，共分1个标。主要工作内容为：针对伶仃洋大桥的抗风性能特点，采用全桥空间有限元模型、大比例尺节段模型及全桥气弹模型风洞试验等手段研究伶仃洋大桥的结构抗风性能；数值模拟研究伶仃洋大桥桥塔阻力系数；采用空间有限元模型进行全桥抖振响应数值计算及三维静风稳定性分析等工作。

normal style="line-height:150%">3. 投标人资格要求

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char;mso-layout-grid-align:none">3.1 本次招标要求投标人具备以下资格：

本次招标要求投标人为具有独立的法人资格，从事与本相关的设计、科研业务的组织机构（单位）；近10年内承担至少1项桥梁(公路或公铁两用)抗风的研究工作；并在人员组成结构等方面具有相应的研究能力。

3.3与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人[1]为同一人或者存在控股、管理关系[2]的不同单位，或同一母公司[3]的多家子公司不得同时参加本标段投标，否则均按否决投标处理。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:18.0pt">4.1凡有意参加投标者，请于2018年2月27日至2018年 3月 5日（法定公休日、法定节假日除外），每日上午9：30时至11：30时，下午14：00时至16：00 时（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号）持加盖公章的法人营业执照副本(或事业单位法人证书)复印件，经办人身份证，以及单位介绍信（一套）和《广州建设工程投标报名申请表》（两份）（下载地址：http://www.gzggzy.cn）购买招标文件，联合体投标人以牵头人的名义购买招标文件，并同时提交联合体所有成员相关资料。投标人应在报名前到广州公共资源交易中心办理投标企业信息登记，获取并激活企业编号，企业编号未在广州公共资源交易中心系统激活的投标申请将不予受理。企业信息登记的办理详情参见广州公共资源交易网（http://www.gzggzy.cn）服务指南栏目。

normal style="line-height:150%">5. 投标文件的递交及相关事宜

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.1 招标人将于下列时间和地点组织召开投标预备会。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">投标预备会时间：2018年3 月 6 日 9 时30分，地点：广东省中山市翠亨新区临海工业园中瑞（欧）创新中心A幢深中通道管理中心2楼216室。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.2投标文件递交的截止时间(投标截止时间，下同)为2018年3月23日 10 .时 00 .分，投标人应于当日 9 时 40 分至 10 时 00分将投标文件递交至广州市天河区天润路333号广州公共资源交易中心。招标人不接受任何邮寄的投标文件。

normal style="text-indent:24.0pt;line-height:150%">本项目招标代理费由中标单位向招标代理单位进行支付。招标代理单位在向中标单位发放中标通知书前，按照本招标文件约定的方式计算招标代理费，并通知中标单位按时支付。
