normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本紫惠高速公路紫金县路段管线（电力部分）迁改施工已由广东省发展和改革委员会以“粤发改交通函[2016]5450号文”批准建设，建设资金为政府补助、企业自筹和银行贷款，招标人为紫金县紫惠高速公路建设领导小组办公室。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">河源市紫金县

2.2建设规模：紫惠高速公路紫金县路段管线迁改项目，项目估算投资总额约2500万元（最终以审定预算为准)。高速公路建设的需要对电力线路进行迁改。（具体详见招标文件及施工图纸）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.3计划工期：95日历天（具体以开工报告、竣工报告为准）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.4招标范围：施工图纸范围内的拆除、安装、调试工程。包括：牵张场地租用、施工场地租用及清理、辅助施工费用（包括：各类市政管道拆除、跨越及河流封航）、旧电力线拆除、施工道路修筑、塔基占地及青苗赔偿、架线工作的青苗赔偿、施工临时占用地（含牵张场地）及施工道路的青苗赔偿、接地线铺设的青苗赔偿、沿线建（构）筑物拆迁补偿、线路运行通道内林木清障。具体以施工图纸为准。（具体内容详见招标文件）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3. 投标人资格要求

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.1具有独立法人资格，持有合法有效的企业法人营业执照；建设行政主管部门颁发的安全生产许可证且在有效期内。

3.2资质要求：具备电力工程施工总承包三级及以上资质，或输变电工程专业承包三级及以上资质。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.7项目经理（项目负责人）的要求：拟派驻的项目经理（项目负责人）要求已取得二级及以上注册建造师执业证书（机电专业），同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。（注：根据广东省住房和城乡建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业）；

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.8资信要求：无违规违法行为，在工程所在地政府无处于限制投标资格的处罚。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.9 不接受联合体投标 。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.10 其他：已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业信息登记中的在册人员。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">4. 招标文件的获取

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:18.0pt">4.1 凡有意参加投标者，其法定代表人和拟任项目负责人请于2018年2月27日至 2018 年3月5日，每日上午09:30 时至11:00时，下午14:00时至16:00时（北京时间，下同），在 广州公共资源交易中心（广州市天河区天润路333号）【注：具体办事窗口在广州公共资源交易网（http://www.gzggzy.cn）“服务指南→交易活动安排”处查询】，投标报名及购买招标文件。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:11.0pt">（2）企业营业执照、资质证明、承装（修、试）电力设施许可证、安全生产许可证、注册建造师证件、项目经理安全生产考核合格证（B类）及相关资料复印件（原件备查）；

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">4.3 本次招标文件以电子版（光盘）(或纸质版)发出，招标文件每套售价500元，售后不退。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">5.1 投标文件递交的截止时间、地点以广州公共资源交易网（http://www.gzggzy.cn）“服务指南→交易活动安排”处公布的投标截止时间、投标地点为准】（不接受邮寄方式递交）。
