normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">根据《中华人民共和国招标投标法》等有关法律、法规和规章的规定，广宁片区35kV江屯站等6个站10kV小电阻接地装置加装已获批准，资金来源已落实。项目具备招标条件，现对该项目采用资格后审方式进行招标。

2.1建设地点：广东省肇庆市

2.2建设规模：

normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">对广宁片区35kV江屯、罗塘、潭布、坳仔、永固、诗洞变电站加装消弧线圈并联小电阻接地成套装置。

normal style="line-height:120%;layout-grid-mode:char">2.3工期要求：自合同生效之日起至2018年12月31日（具体起止时间以合同为准）

normal style="line-height:120%;layout-grid-mode:char">2.4招标范围：

normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">对广宁片区35kV江屯、罗塘、潭布、坳仔、永固、诗洞变电站加装消弧线圈并联小电阻接地成套装置。

normal style="line-height:120%;layout-grid-mode:char">2.5标段划分：本项目设置1个标段：广宁片区35kV江屯站等6个站10kV小电阻接地装置加装，预计采购金额267.00万元。

normal style="line-height:120%;layout-grid-mode:char">3. 投标人资格要求

normal style="line-height:120%;layout-grid-mode:char">4. 投标报名及招标文件的获取

normal style="line-height:120%;layout-grid-mode:char">4.1 凡有意参加投标者，请于2018年02月28日至2018年03月06日（法定休息日除外），每日09 时30 分至11 时30 分，14 时30 分至16 时（北京时间），在广州市番禺区市桥街光明北路283 号鸿禧华庭三期一区21 幢商业楼 101 房广东鹰科工程管理有限公司投标报名及购买招标文件；

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">（1）企业法定代表人证明、授权委托书（如有）；

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">（2）投标报名申请表（一式两份）

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">（3）企业营业执照及在全国企业信用信息公示系统（http://gsxt.saic.gov.cn）中打印有关企业注册资金、营业期限、经营范围等信用信息，企业资质证、安全生产许可证、项目经理资格证书及相关资料复印件（加盖公章，原件备查）。

normal style="line-height:120%;layout-grid-mode:char">5 .电商系统招标文件获取流程

normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">本项目招标人通过南方电网公司电子商务系统（登录网址： www.bidding.csg.cn）实施电子化招标投标。凡有意参加者，请于本公告4.1 项规定的时间内下载电子版招标文件，过期无法下载。

normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016 年3 月1 日网站发布的南方电网公司供应商登记公告），为避免耽误招标文件的下载，请在招标文件发售截止时间前2 天完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统完成下载。

normal style="line-height:120%;layout-grid-mode:char">6.1 投标文件的制作

normal style="text-indent:21.0pt;line-height:120%;layout-grid-mode: char">投标人应按照《南方电网电子商务系统操作手册》，通过“南方电网电子商务系统投标客户端”制作投标商务技术文件和报价文件，投标文件须经供应商数字证书加密后，上传至

normal style="line-height:120%;layout-grid-mode:char">南网公司新版电子商务系统。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">本次投标，投标人必须在本次招标范围内以投标人为单位提交如下资料：

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">1、通过阳光电子商务平台（www.bidding.csg.cn）上传加密后的投标文件（以此为准）。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">2、须提交1个U 盘,U 盘的内容包括：所有制作完成的未加密的投标文件电子版（通过电子商务系统投标客户端生成的PDF、BIN/FILE文件，包括商务、技术和报价文件）。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">3、纸质版投标文件正本1份、副本2份（通过电子商务系统投标客户端生成的文件打印）。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">（1）电商系统投标文件开始上传时间：2018年02月28日09时30分00秒，截止时间：2018年03月21日09时30分00秒。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">（2）纸质版及U 盘电子版投标文件递交时间：2018年03月21日09时00分00秒至2018年03月21日09时30分00秒。投标文件递交地点：肇庆市端州区信安路88 号肇庆供电局709 会议室。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">各投标人或其他利害关系人对投标文件等存有异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以电子邮件发出，但书面投诉书必须在电子邮件发出的当天同时寄出，投诉书格式详见附件。

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">2.投诉事项不具体，且未提供有效线索，难以查证的；

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">3.投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">4.超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；

normal style="text-indent:21.2pt;line-height:120%;layout-grid-mode: char">经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或他人造成损失的，将限制其1年内不得参加广东电网有限责任公司肇庆供电局组织的招投标活动。
