normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本饶平县X087（新规划省道S502线）拥军路至海龙酒家路段路面中修工程及饶平县S502线（原X087线）公路生命安全防护工程的施工图设计已由潮州市交通运输局潮交养函【2017】435号、潮交养函【2017】363号批复，项目业主（招标人）为饶平县公路局，建设资金来自上级补助和地方自筹。项目已具备招标条件，现对该项目的施工采用资格后审的方式进行公开招标。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">2.1.1饶平县X087（新规划省道S502线）拥军路至海龙酒家路段路面中修工程为一级公路，全长3.47公里；项目起点位于拥军路（桩号：K3+320），途经饶平县城，过黄冈大桥后，经龙眼城村，终点位于李厝村海龙酒家（桩号：K6+790）。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">S502线（原X087线）公路安全生命防护工程路线起于黄冈镇碧春村，起点桩号K0+000，途径霞东、霞中、霞西、饶平县城、李厝、下浮山等村。终点止于钱东镇塔护村，终点桩号为K16+292，全长16.292公里，主要建设内容：完善交通标志和标线系统、路侧安全设施、改善安全视距等。具体详见施工图设计。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.1 具有独立法人资格和有效的工商营业执照、安全生产许可证，并具备公路工程施工总承包二级或以上资质，且资信良好的施工企业。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.2投标人拟派项目负责人须具备公路工程专业二级（含二级）以上注册建造师执业资格（广东省外的必须为一级），取得交通主管部门核发的安全生产考核合格证书（B证），拟派驻本工程的项目负责人原则上不得更换。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.4.1、没有正处于被责令停业，财务被接管、冻结、破产状态；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.4.2、没有被国家住建部或交通运输部或广东省住房和城乡建设厅或广东省交通运输厅通报且取消相应投标资格（处于有效期内）；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.4.3、投标人没有涉及正在诉讼的案件，或虽涉及正在诉讼的案件但经评审委员会认定不会对承担本项目造成重大影响；

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.4.4．截止至投标文件递交之日止，在最新年度的广东省公路水运工程施工企业信用评价中，信用等级未被评为 D 级，初次进入且无广东省最新年度信用评价等级的，在最新一年度的全国综合评价结果中未被评为 D 级；在最新年度的广东省公路水运工程施工企业信用评价中，信用等级被评为AA级的施工企业，仍须按招标文件的规定在满足形式评审与响应性评审标准和资格评审标准的前提下，才能进入下一阶段的评审。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.4.5、企业、企业法定代表人、拟投入本项目的项目负责人近三年均没有因行贿犯罪而被人民法院判决、裁定生效的行为。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.5 本次招标不接受联合体投标。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">3.6 具有投资参股关系的关联企业，或具有直接管理和被管理关系的母子公司，或同一母公司的子公司，或法定代表人为同一人的两个及两个以上法人不得同时对同一项目进行投标，否则均按废标处理。国务院国有资产监督管理机构直接监管的中央企业均不属于本条规定的“母公司”。其一级子公司可同时对同一项目进行投标，但同属一个子公司的二级子公司不得同时对同一项目进行投标。

normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">4.1 凡有意参加投标者，请于2018年2 月28 日至2018年 3 月6 日，每天上午9:30时至11:30时，下午14:00时至16:00时(北京时间，下同)，在持企业法人营业执照副本原件、企业资质证书副本彩色全本复印件、企业安全生产许可证副本原件、法人证明书及二代身份证原件及加盖单位公章的上述资料复印件，及授权委托书原件（授权人须为项目负责人）装订成册（一套），同广州建设工程投标报名申请表（原件一式二份）单独提交到广州公共资源交易中心（地址：广州市天河区天润路333号）购买招标文件。
