normal style="text-indent:21.0pt;line-height:22.0pt">本跨企业协同应用（县区供电局营配前端融合技术）研究(030600HY42180002)已由广东电网有限责任公司佛山供电局批准建设，建设单位为广东电网有限责任公司佛山供电局，建设资金为广东电网有限责任公司投资。项目已具备招标条件，现对该项目的采用资格后审方式进行公开招标。

2.1项目地点：广东省佛山市

2.2建设规模：总投资约96万元。

normal style="line-height:22.0pt">2.3服务期：自合同签订之日起至2018年12月，具体时间按合同签订为准。

normal style="line-height:22.0pt">2.4招标范围：跨企业协同应用（县区供电局营配前端融合技术）研究，具体详见技术条件书。

normal style="line-height:22.0pt">3. 投标人资格要求

normal style="line-height:22.0pt">（1）投标人须是在中国注册的企业法人（包括外商独资、中外合资、中外合作企业），或事业单位法人，具有独立承担民事责任的能力且注册资金不得少于1000万元（不包含1000万元）；

normal style="line-height:22.0pt">（2）必须拥有电力行业大型信息系统开发经验，具有设计、开发、质量控制和项目管理方面的专业技术人员（需提供近36个月的业绩证明、技术人员资质证明）；

normal style="line-height:22.0pt">（3）具备高新技术企业认证或软件企业认证且具备ISO9000系列质量管理体系；

normal style="line-height:22.0pt">（4）具有良好的商业信誉和健全的财务会计制度；具有履行合同所必需的设备和专业技术能力；具有依法缴纳税收和社会保障资金的良好记录；在三年内无重大违法经营记录。（提供纳税证明）；

normal style="line-height:22.0pt">（5）无违规违法行为，在地方政府及中国南方电网有限责任公司、广东电网有限责任公司、广东电网有限责任公司佛山供电局无处于限制投标资格的处罚；

normal style="line-height:22.0pt">（6）本项目招标不接受联合体投标。

normal style="line-height:22.0pt">4. 投标报名及招标文件的获取

normal style="line-height:22.0pt">4.1本项目招标人通过中国南方电网公司阳光电子商务平台（ www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，必须先通过中国南方电网公司阳光电子商务平台完成本项目报名后再到现场报名地址递交书面版报名资料。请于2018年3月2日至2018年3月8日(法定节假日除外)每日09时30分至11时30分，14时30分至16时00分（北京时间，同下）在佛山市南海区桂城南三路7号503室投标报名及购买招标文件。 

normal style="line-height:22.0pt">4.2 投标报名及购买招标文件时需提交以下资料：

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（1）企业法定代表人证明、授权委托书（如有）；

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（2）报名申请表、购买文件登记表、关联企业声明各一份(详见附件)；

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（3）企业营业执照副本、业绩及相关资料（具体详见第三大点投标人资格要求）复印件（对应资料原件核查）。

normal style="line-height:22.0pt">4.3本次招标文件以电子版（光盘）（或书面纸质版）发出，招标文件每套售价100元，售后不退。

normal style="line-height:22.0pt">5. 发布公告的媒介

normal style="text-indent:21.0pt;line-height:22.0pt">招标公告在中国南方电网公司阳光电子商务平台（www.bidding.csg.cn）、中国中国电力招标采购网（http://www.dlztb.com）及民营经济报发布。
