normal style="line-height:150%">三、项目概况：广清高速至巴江水厂连通管工程设计规模23.5万m3/d,管线全长约9.1公里，主要建设内容包括新建DN1600管线约3.38公里，DN1400管线约5.05公里，DN800管线约0.68公里。

normal style="margin-left:6.8pt;text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2、招标内容：广清高速至巴江水厂连通管工程常规材料检测、基坑监测、地基基础工程检测、焊缝探伤（超声波、X射线）及钢管涂层厚度检测。

normal style="line-height:150%">七、投标人合格条件：

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">1、投标人参加投标的意思表达清楚，投标人代表被授权有效；

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">2、持有事业单位登记管理部门核发的事业单位法人证书或工商行政管理部门核发的企业法人营业执照，且证书在有效期内；

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3、投标人须具备质量技术监督部门颁发的CMA计量认证合格证书，且证书在有效期内；

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">4、具备建设行政主管部门颁发的建设工程质量检测机构资质证书（检测范围须包含见证取样检测、地基基础工程检测、钢结构工程检测），且证书在有效期内；

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5、须是“广州市水务工程质量检测监管系统”联网检测企业名单中的企业（核定备案业务范围须包含见证取样检测、地基基础工程检测、钢结构工程检测。提供网页截图（必须在下拉条中显示核定备案业务范围）或主管部门关于通过备案企业名单的文件（需包含业务范围页）复印件）；

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">6、拟委派项目负责人要求具备中级或以上职称；并提供加盖政府有关部门印章的打印日期在本项目投标报名截止日之前六个月以内(2017年7月至2017年12月)的《社会保险参保人员证明》或《投保单》或单位代缴个人所得税税单证明资料复印件。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">9、投标人（联合体各方）须在投标报名时提交由人民检察-院出具的《无行贿犯罪档案记录证明》；

normal style="margin-left:6.0pt;mso-para-margin-left:.57gd;text-indent:18.0pt;mso-char-indent-count:1.5;line-height:150%">10、关于联合体投标：接受联合体投标，组成联合体的任一方均可为主办方，并签定联合体工作协议，投标人拟任本工程项目负责人应为主办方正式员工，联合体工作协议应明确约定各方拟承担的工作和责任，按投标文件格式五提供《联合体共同投标协议》。

normal style="text-indent:27.0pt;mso-char-indent-count:2.25;line-height:150%">投标人应在递交投标文件截止时间前，登录广州公共资源交易中心网站办理网上投标登记手续。

normal style="text-indent:27.0pt;mso-char-indent-count:2.25;line-height:150%">1、投标人应遵循以下程序完成网上投标登记手续：

normal style="text-indent:18.0pt;mso-char-indent-count:1.5;line-height:150%">（1）登录广州公共资源交易中心网站投标人服务专区完成投标人的相关信息录入。

normal style="text-indent:18.0pt;mso-char-indent-count:1.5;line-height:150%">（2）核对并确认投标信息无误后，上传带有电子签名及电子签章的加密投标文件。在递交投标文件截止时间前，投标人可以替换投标文件。投标文件须于递交投标文件截止时间前完整上传并保存到广州公共资源交易中心的电子评标系统。如果投标文件于递交投标文件截止时间未能上传完毕，该投标文件将视为无效投标文件。

normal style="text-indent:27.0pt;mso-char-indent-count:2.25;line-height:150%">本项目采用资格后审方式。

normal style="text-indent:27.0pt;mso-char-indent-count:2.25;line-height:150%">注：资格审查结果及中标结果将在广州公共资源交易中心网站公示，公开接受投标人的监督。

    1、依据《中华人民共和国招标投标法实施条例》第五十五条，对于中标公示期间的投诉处理的原则为：除第一中标候选人或中标人以外的其他投标人存在串通投标、弄虚作假、行贿情形且在评标过程中未被发现的，视为对中标结果没有造成实质性影响，可依法继续开展招标活动。投标人的违法行为由招标监管部门依法处理。
    2、在招投标过程中，投标人（含中标候选人）被投诉且经查实存在招标投标活动中列明被禁止行为的，招标人将提请行政主管部门，并按《中华人民共和国招标投标法实施条例》、《工程建设项目招标投标活动投诉处理办法》等进行处理，同时将记录到市水务工程企业信息库及诚信评价管理系统。
    在招投标过程中，投诉人投诉事项经查实不属实的恶意投诉，招标人将提请行政主管部门，并按《中华人民共和国招标投标法实施条例》、《工程建设项目招标投标活动投诉处理办法》等进行处理，同时将记录到市水务工程企业信息库及诚信评价管理系统。
