normal style="text-indent:21.0pt;line-height:22.0pt">根据《中华人民共和国招标投标法》等有关法律、法规和规章的规定，清远供电局主网自动化主站系统维修(OS2系统硬件设备维保维保)（二次招标） 已获批准，资金来源已落实。项目具备招标条件，现对该项目进行招标。（备注：本如与广东电网招标改革方案有冲突，将按照招标改革方案进行调整。）

2.1建设地点：广东省清远市
2.2建设规模：本项目为清远供电局主网自动化主站系统维修（031800MS62180147）的OS2系统硬件设备维保维保，主要对自动化主站OS2系统硬件设备进行定期巡视维护和故障处理，具体见技术要求。
normal style="line-height:22.0pt">2.3计划工期：210日历天（具体工期以实际合同签订为准）。
normal style="line-height:22.0pt">2.4招标范围：对清远供电局主网自动化主站系统维修(OS2系统硬件设备维保维保)（二次招标）项目进行施工范围内的建筑、安装、调试工程以及完成招标文件规定的工程项目所需的各项工作（具体内容详见招标文件）。
normal style="line-height:22.0pt">2.5标段划分：本项目无标段划分。（具体标段划分详见招标文件）。
normal style="line-height:22.0pt">2.6计划投资：62.74万元。
normal style="line-height:22.0pt">3. 投标人资格要求
normal align=left style="margin-left:-.4pt;text-align:left">3.1具有独立法人资格，持有合法有效的营业执照。
normal align=left style="margin-left:-.4pt;text-align:left">3.2具有信息系统集成及服务资质肆级或以上资质,项目经理有IBM CATE认证高级工程师和ORACLE 认证OCP工程师证书。
normal align=left style="margin-left:-.4pt;text-align:left">3.3投标人从2012年1月1日至今承担过1项或以上电网调度自动化类似项目。
normal align=left style="margin-left:-.4pt;text-align:left">3.4无违法违规行为，在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。
normal align=left style="margin-left:-.4pt;text-align:left">3.5投标人根据审查要求提供测试承诺函。
normal align=left style="margin-left:-.4pt;text-align:left">3.6不接受联合体投标。
normal style="line-height:22.0pt">4. 招标文件的获取
normal style="line-height:22.0pt">4.1本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于 2018年 03 月 02日 9 时 00 分 00秒至2018年 03月 06 日 17 时 00 分00秒自行在中国南方电网阳光电子商务平台（网址：www.bidding.csg.cn）进行网上报名和标书购买，过期无法购买。凭系统账号、密码登陆电子商务系统，确定要购买的项目、标的、标包，缴纳标书款后，在系统下载加盖广州灏天工程顾问有限公司电子章的电子版招标文件。（详细说明见公告附件一）

normal style="line-height:22.0pt">（3）如有投标保证金要求，且投标人未缴纳投标保证金。
normal style="line-height:22.0pt">（4）通过公告规定以外的方式，如邮寄、传真、电子邮件等方式递交投标文件的。
