normal style="text-indent:21.0pt;line-height:22.0pt">本500kV江门变电站检修项目施工专项招标（项目名称）已由  广东电网有限责任公司 以  广电财【2018】6号 批准建设，项目建设单位为广东电网有限责任公司江门供电局，建设资金为自筹资金，招标人为广东电网物资有限公司。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：江门市    

2.2建设规模：1、500kV江门站220kV全封闭组合电器（GIS）设备解体检修。2、修复站内沥青路面开裂、混凝土路面附着青苔、部分路面下沉严重、主控楼及综合楼外墙污损、电抗器场地积水、部分构支架锈蚀等安全隐患。3、将旧主控室整修为办公室(含杂物室),部分旧继保室整修为茶水间、满足江门站巡维中心的使用要求。  

normal style="line-height:22.0pt">2.3计划工期：自合同签订之日起至2019年12月30日。

normal style="line-height:22.0pt">2.4招标范围： 1、500kV江门站220kV全封闭组合电器（GIS）设备解体检修。2、修复站内沥青路面开裂、混凝土路面附着青苔、部分路面下沉严重、主控楼及综合楼外墙污损、电抗器场地积水、部分构支架锈蚀等安全隐患。3、将旧主控室整修为办公室(含杂物室),部分旧继保室整修为茶水间、满足江门站巡维中心的使用要求。施工图纸范围内的建筑、安装、调试工程以及完成招标文件规定的工程项目所需的各项工作  （具体内容详见招标文件）。

normalCxSpMiddle align=left style="text-align:left;text-indent: 21.0pt;line-height:150%">本次实行网上发售电子版招标文件，不再出售纸质招标文件，以投标人网上下载的加盖广东电网物资有限公司电子章的电子版招标文件为准。凡有意参加投标者，2018年03月08日09时00分00秒至2018年03月14日17时00分00秒，登陆阳光电子商务平台（www.bidding.csg.cn）凭企业CA证书电子钥匙购买招标文件。

normal style="line-height:22.0pt">4.2 投标报名及购买招标文件时需提交以下资料：

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（1）企业法定代表人证明、授权委托书（如有）；

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（2）企业营业执照、资质证明、承装（修、试）电力设施许可证、安全生产许可证、注册建造师证件及相关资料复印件（原件备查）。

normal style="line-height:22.0pt">4.3 本次招标文件以电子版（光盘）(或纸质版)发出，招标文件每套售价￥200元，售后不退。

normal style="text-indent:21.0pt;line-height:150%">异议书中应包含异议提出人名称、联系人及联系方式、异议所针对的对象、提出异议的基本事实、相关请求及主张、有效线索和相关证明材料等信息，异议书格式详见附件《异议书（模板）》。

normal style="text-indent:21.0pt;line-height:150%">异议书必须由其法定代表人及授权代表签字并加盖单位公章；异议由其他利害关系人提出的，还需出示异议提出人与本次采购活动存在利害关系的证明文件，并附有效身份证明复印件。

normal style="text-indent:21.0pt;line-height:150%">本采购项目的参与者或其他利害关系人对采购项目有异议的，可以将异议书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内向受理机构提出；采用邮寄方式提出的异议，可以在规定时间内先将异议书扫描件以电子邮件方式发出，但书面异议书必须在电子邮件发出的当天同时寄出。

normal style="text-indent:21.0pt;line-height:150%">（2）涉及的事项不具体，且未提供有效线索，难以查证的；

normal style="text-indent:21.0pt;line-height:150%">（3）提供的资料未提供异议提出人的真实名称、有效联系方式、法定代表人签字和加盖单位公章的；

normal style="text-indent:21.0pt;line-height:150%">（4）超过异议提出时效的（以收到异议书日期为准；采用邮寄方式的，以邮戳日期为准）；

normal style="text-indent:21.0pt;line-height:150%">（5）已经作出处理决定，并且异议提出人没有提出新的证据的；

normal style="text-indent:21.0pt;line-height:150%">（6）涉及招标评标或非招标采购过程的具体细节、其他投标人的商业秘密或其他投标人投标文件的具体内容但未能说明内容真实性和来源合法性的；

normal style="text-indent:21.0pt;line-height:150%">（7）缺乏事实根据或者法律依据的，或者投诉人捏造事实、伪造材料或者以非法手段取得证明材料的异议。

normal style="text-indent:21.0pt;line-height:150%">异议提出人不得以投诉为名排挤竞争对手，不得进行虚假、恶意投诉，阻碍招标/非招标采购活动的正常进行。经核查发现所提出的异议存在诬告、故意扰乱采购秩序等恶意行为的，将按照《中国南方电网有限责任公司供货商扣分处罚实施细则》进行处罚。

normal style="text-indent:21.0pt;line-height:20.0pt">投诉书必须由其法定代表人或者授权代表签字并加盖单位公章；投诉由其他利害关系人提出的，还需出示投诉人与本次投标存在利害关系的证明文件，并附有效身份证明文件。

normal style="text-indent:21.0pt;line-height:20.0pt">各投标人或其他利害关系人对投标文件等存有异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以传真方式提出，但书面投诉书必须在传真发出的当天同时寄出。
