normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年03月08日09时00分00秒至2018年03月12日17时00分00秒进行标书购买（过期无法购买），购买成功后可在投标截止时间前下载电子版招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告http://www.bidding.csg.cn/down/index.jhtml），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（选择网公司或各省公司作为审核单位均可，审核进度及结果请咨询相应审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（2）供应商在购买采购文件前需完成注册登记并审核通过，供应商要为注册登记预留足够的时间，由于投标人自身原因，截至采购文件发售时间尚未完成注册登记审核造成无法及时进行标书购买后果由投标人承担。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（3）供应商必须在投标截止日期前完成数字证书的办理，供应商要为数字办理预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（4）凡有意参加投标者，请在发标时间内完成标书购买（包含标书购买申请及财务人员确认通过），请为标书购买申请和确认预留足够时间，由于投标人自身原因，截至招标文件发售时间尚未完成标书购买的后果由投标人承担。

（1）收费标准

招标文件（电子文件）每包售价详见本公告第2条招标范围，招标文件售后不退。

（2）标书费收取相关事宜：

3注意事项：

（a）投标人在电子商务系统中提交购买标书费订单时请填写正确的发票信息。标书费只开具普通电子发票并发送至报名邮箱。

normal style="text-indent:24.0pt;line-height:150%">投标人可以投一个或多个包。投标人的商务投标文件、技术投标文件必须以包为单位单独递交。

normal style="text-indent:24.0pt;line-height:150%">1.投诉人不是招标投标活动的参与者，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；

normal style="text-indent:24.0pt;line-height:150%">3.投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；
