一、项目信息

二、标的清单

normal style="text-indent:24.0pt;line-height:150%">2、二次部分：更换综合自动化系统，更换主变、220kV线路（包括罗涌站对侧）保护屏，110kV线路、母联、母差、备自投保护屏，更换UPS，更换及新增端子箱，更换相应电缆，并进行相关调试。

normal style="text-indent:24.0pt;line-height:150%">3、土建部分：配合二次改造内容完成接地、电缆敷设及防火封堵工作。

normal style="text-indent:24.0pt;line-height:150%">（二）标包划分情况：本次招标分为1个标段，每个标段1名中标人。

三、投标人资质要求

normal align=left style="margin-top:6.0pt;margin-right:0cm; margin-bottom:6.0pt;margin-left:0cm;text-align:left">备注：（1）凡符合条件且有意向参与投标的供应商，须完成相关登记工作，未完成登记备案工作的供应商不能参与本项目投标。

normal align=left style="margin-top:6.0pt;margin-right:0cm; margin-bottom:6.0pt;margin-left:0cm;text-align:left">（2）上述注册资金为最低限额，以人民币计算。注册资本金如为外币，则以应标文件递交截止日中国银行公布的外汇牌价买入价折算，或以投标人营业执照标明的注册日期中国银行公布的外汇牌价买入价计算，投标人满足任一节点控制方式折算的注册资本金要求的，均视为满足招标要求。

四、发布公告的媒介

normal style="text-indent:24.0pt;line-height:150%">潜在投标人通过公告刊登的网站：中国中国电力招标采购网（www.dlztb.com）或中国南方电网有限责任公司阳光电子商务平台（ink>www.bidding.csg.cn）查阅本项目招标信息，并下载相关附件。

五、招标文件获取方式

normal style="text-indent:24.0pt;line-height:150%">1、本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年3月13日9时00分00秒至2018年3月19日17时00分00秒下载加盖南方电网物资有限公司电子章的电子版招标文件，过期无法购买。

normal style="text-indent:24.0pt;line-height:150%">按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截至时间前2天完成供应商登记（提交登记信息时请选择“广州供电局有限公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal style="text-indent:24.0pt;line-height:150%">3、获取招标文件流程：

normal style="line-height:150%">（1）潜在投标人登录电子商务平台(http://www.bidding.csg.cn/)发起付款订单确认；

normal style="line-height:150%">（2）潜在投标人通过南方电网公司电子商务平台电汇标书费,潜在投标人在电子商务平台缴纳招标文件费用，标书一旦售出，概不退换；

normal style="line-height:150%">（3）潜在投标人在电子商务平台下载招标文件及附件；

normal style="line-height:150%">（4）投标人通过南方电网公司电子商务平台电汇标书费；本项目开具纸质发票，纸质发票统一在开标现场领取。

六、投标文件递交

normal style="text-indent:24.0pt;line-height:150%">1、 投标文件递交方式

normal style="line-height:150%">通过阳光电子商务平台（www.bidding.csg.cn）递交电子投标文件，并以此为准。

normal style="line-height:150%">系统试用过渡期内需同时提交纸质版投标文件1份（通过电子商务系统投标客户端生成的文件打印）。

normal style="line-height:150%">（1）电子版投标文件开始递交时间：2018年3月13日9时00分00秒，截止时间：2018年4月9日10时00分00秒。

normal style="line-height:150%">（2）纸质版投标文件递交时间：2018年4月9日09时00分00秒至2018年4月9日10时00分00秒。投标文件递交地点：广州市黄埔区黄埔东路2号广州供电局有限责任公司物流服务中心2号楼2楼。

normal style="line-height:150%">（1）逾期送达或未送达指定地点的。

normal style="line-height:150%">（2）未通过正规渠道获取招标文件的投标人，所提交的投标文件。

normal style="line-height:150%">（3）如有投标保证金要求，且投标人未缴纳投标保证金。

normal style="line-height:150%">（4）通过公告规定以外的方式，如邮寄、传真、电子邮件等方式递交投标文件的。

（5）投标人未按要求对投标文件进行填写、密封、标识等的。
