文件。
1. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人），投标商需提供标明本企业注册资金的营业执照复印件或能证明其具有等值货币的财务报告，或最新的验资报告（证明企业注册资金到位及变化情况的证明），注册资金不小于 6000万人民币（含外汇折算）。需提供相应证明复印件；
2) 投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；
3) ①投标人具有良好的商业信誉，健全的财务会计制度，财务状况和市场行为良好。没有处于被有权机关吊销营业执照、吊销资质、停业整顿、取消投标资格以及财产被接管、冻结或进入破产程序等。近五年无因投标人违约引起的合同纠纷、仲裁和诉讼记录（需提供法人签字的承诺函）。
②投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；
③投标人需提供连续三年（2015-2017年间）会计师事务所审计报告，投标人连续三年中至少应有一年盈利；
4) 投标人在境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；
5) ①提供国外权威机构出具的GIS 有效型式试验报告或西安高压电器研究院有限责任公司（西高所）或机械工业高压电器产品质量检测中心（沈高所）或上海电气输配电试验中心有限公司或电力工业电力设备及仪表质量检验测试中心出具的 GIS 有效型式试验报告，该型式试验报告与所投产品完全一致，不允许以小代大；
②须提供投标产品各自对应的GIS内部燃弧型式试验报告；
③投标人必须具有有效的ISO9000系列质量管理体系认证证书（涵盖标的物）；
以上①、②、③需提供有效的证书或报告复印件加盖投标人公章，并装订在投标文件中。
6) 业绩要求：投标产品2012年~2017年在石油化工行业至少有40台套220kV GIS的销售业绩。
投标商须提供业绩证明材料，包括用户名称、项目名称、合同复印件、联系人及电话、产品投用时间等信息，并在参加投标时随身携带合同原件备查；
7) 投标人必须是所投产品的制造商，且本项目不接受OEM产品；
8) 不接受代理商投标，不接受流通商投标。
9) 本项目不接受联合体投标。

1. Entrusted by SINOCHEM QUANZHOU PETROCHEMICAL CO. LTD. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of four sets of Gas Insulated Switchgear.
Gas Insulated Switchgear(GIS) sixteen sets
（Details shall be found in Section 8 Schedule of Requirements and Technical Specifications ）
2. Interested Potential bidders may obtain further information and refer to Bidding documents from SINOCHEM International Tendering Co., Ltd.
*3.Qualification requirements to the bidders:
1)The bidder has a valid business license (domestic) bidders/enterprise business license certificate (foreign bidders), bidders shall provide the proof indicating the company registered capital of the business license copy or can prove the equivalent financial reports, or shall provide the latest capital verification report (showing of enterprise registered capital in place and changes), the registered capital is not less than 60 million RMB (including foreign exchange conversion).A copy of the corresponding certificate shall be provided;
2) The bidder shall comply with the following provisions: two or more legal persons whose legal representatives are the same person shall not bid at the same time;The parent company, its wholly-owned subsidiary and/or holding company shall not participate in the bidding at the same time;
3)①Bidders hA/Ve good commercial reputation, sound financial accounting system, good financial condition and good market behA/Vior.It is not in the position where the competent authority has revoked its business license, revoked its qualification, suspended its business for rectification, cancelled its bidding qualification. The bidder hA/Ve not been taken over or frozen, and hA/Ve not entered in bankruptcy proceedings.No record of contract disputes, arbitration and litigation caused by the bidder's breach of contract in the last five years (a letter of commitment signed by the legal person shall be provided)
②The bidder should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
③Bidders shall provide audit reports of accounting firms for three consecutive years (2015-2017), and bidders shall make profits for at least one year for three consecutive years.
4) The bidder hA/Ve no bad performance record or serious quality problems in China for the latest 3 years, and issuing the corresponding situation description.
5)①Effective type testing report shall be issued by the institute of foreign authority. or Institute of Xi 'an High Voltage Electric Appliance co., LTD, or Mechanical Industry High Voltage Electrical Products Quality Inspection Center, or Shanghai Electric Power Transmission and Distribution and Electric Power Industry Electrical Equipment and Instrumentation Quality Inspection and Test Center, The type test report is completely consistent with the product, and it is not allowed to be small for large.
②The GIS internal arc type test report of each corresponding product shall be provided
③The bidders must hA/Ve valid ISO9000 series quality management system certification certificate.
The above shall be provided with a valid copy of the certificate or report affixed with the bidder's official seal and bound in the tender document.
6) For the performance requirements: At least 40 sets 220kV GIS quoted by the bidders are operating well in the petrochemical project in 2012-2017.
The above should be provided including the user name, project name, the copy, contact person and telephone, product putting-in-service proactively information such as time, and to participate in bidding to carry original contract for future reference.
7) The bidder must be the manufacturer of the bidding products and the OEM products are not acceptable in this project.
8) The bids from agents and bids from distributors shall not be accepted under this bidding project.
9) The joint bidding shall not be accepted under this bidding project.
5.
