3、投标人资格要求

1). An eligible bidder should be one has the capacity to fulfill the contract,the particular requirements are as follows.
1)、合格的投标人应具有圆满履行合同的能力，具体应符合下列条件：
A. Bidders shall be a independent legal person or other organization who responds to the bid, bidders in China must provide copies of operation license,tax registration license,organization code (or license of those three integrete), and bidders abroad shall provide copies of registration. Bid evaluation committee will reserve the right to check the original , and in the case of Joint Venture in bidding, each party of Joint Venture (leading party and conbining party) shall all provide those documents.
A、投标人必须是响应招标的独立法人或其他组织，国内投标人须提供营业执照、税务登记证、组织机构代码证复印件（或以上三合一的证件复印件），国外投标人须提供注册证明文件复印件，评标委员会保留审核原件的权利。若是联合体投标，则联合体各方（牵头方和联合方）均应提供以上资料。
B. Joint bidding is acceptable. And Joint Venture Agreement shall be provided if is a joint venture.
B、本项目允许联合体投标。若联合体投标须提供联合体协议。
2）. The bidder shall provide The power of attorney is required.In the case of Joint Venture in bidding, each party of Joint Venture (leading party and conbining party) shall all provide those documents.
2）、投标人须提供《单位负责人授权书》（格式见招标文件第一册），若是联合体投标，则联合体各方均（牵头方和联合方）应提供以上资料。
3）.If bidder is a representative, then authority of manufacture shall be provided, and each member of the joint venture shall follow the rule.
3）、若投标人是代理商，须提供制造商授权书。若是联合体投标，则联合体各方（牵头方和联合方）均适用。
4）. Bidder must hA/Ve completed at least one project similar with the tendering one (branding new equipment or retooling equipment are both accepted) in last 5 years calculated from the deadline of bid opening day, proof of performance materials are required to be provided (notification of award or include a copy of the tender contract goods, quantity, and other major content of the main page or a copy of the contract related to the project the main content of the final acceptance reports copies), bid evaluation committee will reserve the right to check the original. In the case of Joint Venture in bidding, each party of Joint Venture (leading party and conbining party) shall all provide those documents.
4）、投标人提供自投标截止日起，过去3年内2个及以上同类项目业绩证明，单个业绩金额不小于_126万元人民币（外币合同业绩金额以开标当日银行首次现汇卖出价汇率折算为人民币进行评判）_。并提供项目业绩证明：中标通知书复印件或包含合同货物、数量、签订时间及体现其招标业绩要求的合同相关页复印件或技术协议相关页复印件或终验收报告相关页复印件。评标委员会保留审核原件的权利，若是联合体投标，则联合体各方均（牵头方和联合方）应提供以上资料。
5）. The bidder shall hA/Ve bidding currency contract settlement ability, bidder shall sign The Commitment Letter of Bidding Currency Contract Settlement Ability see attached when bid.
5）、投标人须具备合同结算能力，并签署《投标货币结算能力承诺函》，见附件。
