2) 关境内投标人须提供以下资质证书的复印件：
①加载统一社会信用代码的营业执照；
②制造商有效期内的ISO9001质量管理体系认证或同等质量体系认证证明；
③关境内投标人应无行贿犯罪记录，并提供由人民检察-院出具且在有效期内的“行贿犯罪档案查询结果告知函”作为证明材料。
关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②制造商有效期内的ISO9001质量管理体系认证或同等质量体系认证证明。
3) 业绩要求：
近3年（2015-2017年），投标人或制造商应具有制造或销售本招标要求的同规格或类似设备（不低于本招标要求）的不少于10台的业绩并提供业绩清单（清单中应列出销售时间、销售数量、设备名称、设备型号及最终用户等），同时提供销售合同或销售订单复印件作为证明材料。销售合同或订单的复印件须能体现签订时间，销售产品内容及数量，签订双方等关键信息，否则将被作为无效证明材料。
4) 银行资信证明：
1）境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufacturer or the agent authorized by the Good s’ manufacturer, the authorization materials should be provided, and otherwise the bid will be rejected.
The bidders must be the contract party and hA/Ve the ability to fulfill foreign trade contract with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejected.
If the foreign bidders hA/Ve goods provided within PRC customs territory, the bidder shall hA/Ve the ability to fulfill RMB contract directly with SAMC, otherwise the bid will be rejected.
2) For domestic bidders:
①Business License (Business Registration)，Organization Code Certificate，Tax Registration Certificate;
②Valid ISO 9001 Quality Management System or other equal certificates of the Good’s manufacturer.
③The domestic bidders should hA/Ve no record of bribery crime. Notice letter of search results of bribery criminals that is within the validity period and issued by people's procuratorate should be provided as evidentiary materials.

3) Requirements of Achievements:
In the last 5 years (2013-2017), the bidder or the good’s manufacturer must hA/Ve manufacture/sales achievements of Goods that are with the same specifications as required or similar Goods which criteria is not under the requirements of this project. A list of no less than 10 sets goods sales achievements must be provided (including sale time, quantity, name of goods, model, and end user and so on). Copies of sales contracts or purchase orders must be provided as well(which must contain key information including time, name of goods, quantity and both contract parties, otherwise the contracts will be regard as invalid materials).
4) Bank reference letter:
1) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy.
