②投标人具有良好的营业财务状况，充足的资金保证，并提供近三年（2015年-2017年）经审计的年度财务报告；
③投标人必须提供其所投产品制造商的有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书；
④投标人须提供其重大涉诉情况说明（格式详见附件3并加盖投标人公章）；
⑤投标人需证明未被列入“信用”网站(www.creditchina.gov.cn)失信被执行人名单（需提供“信用”查询记录并加盖投标人公章）。若投标人无法查询到其信用信息，则需提供相关截图。
2）关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②投标人必须提供其所投产品制造商的有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书；
③投标人须提供其重大涉诉情况说明（格式详见附件3并加盖投标人公章）；
④外投标人需提供未成为失信被执行人承诺（格式自拟）。
3) 业绩要求：
近3年（2015年至今），投标人或所投产品制造商应具有制造和/或销售本招标要求的同规格或类似设备的业绩并提供业绩清单（清单中应列出销售时间、销售数量、设备名称、设备型号及最终用户等），同时提供不少于3份的销售合同或销售订单复印件作为证明材料。销售合同或订单的复印件须能体现签订时间，销售产品内容及数量，签订双方等关键信息，否则将被作为无效证明材料。
4) 银行资信证明：
境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；
境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

1 100kN+250kN+500kN Hydraulic Fatigue Material Testing Machine 3 sets The objective of the tender is a set of hydraulic fatigue material testing machine system, which is mainly used to test the static, fatigue and other mechanical properties of materials and structures under room temperature or high and low temperature (-80 °C to 200 °C) environment. The system mainly includes a 100 kN hydraulic fatigue material testing machine, a 250 kN hydraulic fatigue material testing machine and a 500 kN hydraulic fatigue material testing machine.
3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Good’s manufacturer or the agent directly authorized by the Goods’ manufacturer, the authorization material must be provided, otherwise the bid will be rejected.
2) For domestic bidders:
①The photocopy of effective business license with unified social credit code or the photocopy of legal person certificate of public institution, and the registered capital should no less than 5 million RMB or equivalent foreign currency;
②Bidder shall hA/Ve a good operating financial situation, sufficient capital guarantee, and provide the photocopy of the financial audit report for nearly two years (2015- 2017);
③Bidder shall provide the goods’ manufacturer’s valid ISO 9001 Quality Management System or other similar quality management system certification;
④Bidder shall provide a written statement of its non-significant lawsuits (Form see Appendix 3, with the official seal of the bidder.);
⑤Bidder shall prove that they hA/Ve not been covered on the name list of breach of the person subjected to execution (required to provide the inquire record of “Creditable China”, with official seal) of “Creditable China” website (www.creditchina.gov.cn). 3) Requirements of Achievements:
In the last 3 years (2015 till today), the bidder or the goods’ manufacturer must hA/Ve sales achievements of Goods that are with the same specifications as required or similar Goods which criteria is not under the requirements of this project. A list of goods sales achievements must be provided (including sales time, sales quantity, name and model of the Goods, ender user and so on), and not less than 3 sets in copies of sales contracts or sales orders must be provided as well (the signing time, sales content and quantity, signing party and other key information could be clearly identified, otherwise it will be regarded as invalid).
4) Bank reference letter:
Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy;
