中化国际招标有限责任公司受商用飞机有限责任公司上海飞机客户服务有限公司（买方）委托对下列服务进行国际公开竞争性招标。现邀请合格投标人参加投标。
1. 招标服务的名称、投标人的主要资格和业绩条件：
1.1 服务名称：
CR929项目技术出版物编制标准研究
CR929项目技术出版物编制标准研究工作将基于CR929项目数字化客户服务的新需求开展，同时，完善S1000D和ATA2300规范在已有项目上的应用方法，以形成一个全面、系统的编制标准体系，为CR929项目编制系统在已有项目基础上扩展提供输入。
具体技术要求详见招标文件。
1.2 主要资格和业绩条件
关境内投标人须提供以下资质证书的复印件：
(1) 有效的加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；
(2) 投标人注册资金/开办资金不少于人民币500万元（RMB 5,000,000.00）或其他等额外币（汇率按招标公告发布当日银行总行首次发布的外币对人民币的现汇卖出价进行换算）；
(3) 投标人须提供有效期内的ISO9001质量体系认证证书或同等质量体系认证证书并加盖投标人公章；
(4) 投标人针对本项目配备的技术支持团队：人员人数不低于3人，不超过6人（不包含投标人项目管理人员），其中，标准咨询、技术出版物编写和技术出版物数字化软件开发每个领域至少1人，每个领域不超过2人。3个领域专家至少满足：标准咨询方面的专家（熟悉S1000D和ATA2300标准，从事标准研究3 年及以上；参与过1个及以上民航标准咨询服务项目）；技术出版物编写方面的专家（有插图绘制的经验，尤其是三维插图，熟练掌握并使用CATIA/CAM工具及技术插图制作工具；有一种技术出版物编制经验）、技术出版物数字化软件开发方面的专家（有软件开发能力，开发或使用过IETP软件；有CSDB系统维护和管理的经验）；同时须提交项目全体人员配备情况表（格式详见本章附件4）与项目全体人员简历表（格式详见本章附件5）；
(5) 投标人须按照招标人测试题目提供测试答案（格式详见附件10）；
(6) 投标人须提供其重大涉诉情况说明（格式详见附件3）；
关境外投标人须提供以下资质证书的复印件：
(1) 有效的商业登记/商业证明；
(2) 投标人须提供有效期内的ISO9001质量体系认证证书或同等质量体系认证证书并加盖投标人公章；

(4) 投标人须按照招标人测试题目提供测试答案（格式详见附件10）
(5) 投标人须提供其重大涉诉情况说明（格式详见附件3）；
投标人须提供其自身实施的与本次招标项目相同或类似的业绩清单及类似案例说明，包括但不限于项目名称、委托方及联系方式、服务内容、项目验收时间等，并出具近4年内（2014年-至今）签署的不少于1份的技术咨询、技术服务合同复印件（包括但不限于合同签署日期、合同主要内容、合同签章页等）并加盖投标人公章。
本项目不接受联合体投标。

2. 资金来源：国内自筹
3. 招标方式：国际公开招标
4. 招标文件售价：本招标文件售价为1000元人民币或160美元，售后不退（邮购须另加100元人民币或16美元）。
5. 购买招标文件时间：2018年7月24日起至2018年7月31日，每天9:00~16:00（北京时间，节假日除外）。
6. 网络标书销售：登陆中化招标公司网站 http://www.sinochemitc.com/zb，进入网络标书销售系统购买。购标人需先进行网上注册（免费），具体步骤请参考登陆页面的《使用手册》。
7. 若投标人存在虚假应标行为和以其他方式弄虚作假骗取中标的行为，其投标保证金将不予退还。

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer Shanghai Aircraft Design and Research Institute, hereby carries out International Competitive Bidding for the supply of the following services, and now invites eligible bidders to attend the bidding.
1. Name of the bidding Service, Requirements of qualification and sales achievements by the tender:
1.1 Name of the bidding Service:
Study on the Preparation Standard of the Technical Publication of CR929
The study on the standards for the preparation of technical publications of CR929 project will be carried out based on the new needs of digital customer service in CR929 project, at the same time; it is a must to improve the application methods of S1000D and ATA2300 standard on existing projects to form a comprehensive and systematic standard system, so as to provide input for CR929 project compiling system on the basis of existing project extension.
Others technical parameters and requirements could refer to the bidding documents.
1.2 Requirements of qualification and sales achievements:
The bidder inside customs boundary of the People's Republic of China should provide copied documents as follows:
(1) valid photocopy of business license attached with unified social credit code or the photocopy of Legal Person Certificate of Public Institutions;
(2) The constituted money of the bidder should be no less than RMB 5,000,000.00or equal to it (Conversion of bidding currency into RMB at the selling rate of foreign currency to RMB Yuan first issued by Bank of China on the date of bid announcement);
(3) The Bidder shall provide valid ISO9100(or equivalent or Higher quality system certification)(must including ) certification. In addition, the certificates and copies must be sealed with the Bidder's official seal;
(4) The participants from the bidder for technical support should be at least 3 and at most 6 (not including managers of the bidder). The participants should be at least 1 and at most 2 in each of the fields of standard consultancy, technical publication compiling and digital software development of technical publications.
Participants in the field of Standard Consultancy should at least hA/Ve qualifications as follows:
1) familiar with S1000D and ATA 2300, and hA/Ving been working in the field of standard researching for 3 years and above
2）hA/Ving participated in one and above standard consultancy programme in field of civil A/Viation
Participants in the field of Content Compiling should at least hA/Ve qualifications as follows:
1) hA/Ving the experience of making illustrations, especially 3D illustrations, and familiar with CATIA/CAM and tools of making technical illustrations
2) hA/Ving the experience of compiling one type of technical publications
Participants in the field of Software Developing should at least hA/Ve qualifications as follows:
1） hA/Ving the capability of developing software, hA/Ve developed or used IETP
2） hA/Ving the experience of maintaining and managing CSDB
Additionally, the Bidder shall provide the Project Personnel Assignment Table ( see Annex 4) and the Project Personnel Resume Table ( see Annex 5).
(5) The Bidder must provide the answers to the test (see Annex 10);
(6) The Bidder shall provide the explanations for whether lawsuits involved(refer to Annex 3 in this chapter for detailed formats).
The bidder outside customs boundary of the People's Republic of China should provide copied documents as follows:
(1) Its valid business registration/business certificate;
(2) The Bidder shall provide valid ISO9100(or equivalent or Higher quality system certification) certification. In addition, the certificates and copies must be sealed with the Bidder's official seal;
(3) The participants from the bidder for technical support should be at least 3 and at most 6 (not including managers of the bidder). Additionally, the Bidder shall provide the Project Personnel Assignment Table (see Annex 4) and the Project Personnel Resume Table (see Annex 5).
(4) The Bidder must provide the answers to the test (see Annex 10);
(5) The Bidder shall provide the explanations for whether lawsuits involved(refer to Annex 3 in this chapter for detailed formats).
Joint bidding is not accepted in the tendering.
The bidder shall provide the list of their performance and case explanation, and it shall include but limited to project name, Party A ‘s name and contact information, service content, and time for project acceptance, etc. The bidder shall provide copies of at least 1 contract for the last 4 years(2014-now) with official seals, and provide the contact information (including but not limited to date, main contract content and signature page) of ultimate users.
Others qualification requirements could refer to the bidding documents.
2. Source of fund: self-financing
3. Form of bidding: international competitive bidding
4. Price of Bidding document: RMB 1000 or USD 160 for one complete set of package. Bidding document is non-refundable (if mail orders, with additional RMB 100 or USD 16).
5. Time for obtaining Bidding documents: 9:00-16:00 (Beijing time) every day from July, 24th, 2018 to July, 31st, 2018 (except for holidays)
6. online purchasing bidding documents: to log on the website http://www.sinochemitc.com/zb to purchase the bidding documents. The purchaser should register first (free of charge), and refer to the manual for specific purchasing procedures.
7. If a bidder is found to hA/Ve any behA/Vior such as false response to bidding and some other fraudulent means for winning the bidding, the bidder’s deposit will not be refunded.
