1. 中核龙原科技有限公司（以下简称“招标人”），邀请符合条件的投标人就示范快堆一回路核级液态金属钠采购项目以及相关服务，进行投标并递交密封投标文件。

1. Longyuan Technology Company Limited, CNNC, (hereinafter referred to as “Tenderee”) invites eligible tenderers to bid for the Project of Fast Reactor Primary Nuclear-Grade Liquid metal Sodium Procurement and related services with sealed bidding documents to be submitted.

投标人资格要求：

Qualification requirements for tenderers:

1) 投标人是响应招标、已在招标人领购招标文件并参加投标竞争的法人或其他组织。 任何未在招标人领购招标文件的法人或其他组织均不得参加投标。

1) The tenderers refer to the legal persons or other organizations that hA/Ve responded to the tendering, obtained the tendering documents from the tenderee and participated in the bidding competition. Any legal person or other organizations that hasn’t obtained tendering documents from the tenderee shall not participate in bid.

2) 除非另有规定，凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的或地区的法人或其他组织均可投标。

2) Unless otherwise specified, legal person or other organizations from the People’s Republic of China or countries or regions maintaining normal trade with the People’s Republic of China may participate in bid.

3) 与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。

3) Any legal persons or other organizations that an interest relationship with the tenderee that may influence the fairness of the tendering shall not participate in the bidding.

4) 接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。

4) The legal persons or other organizations that hA/Ve been entrusted to participate in the preliminary consultation and the preparation of tendering documents for the project shall neither participate in the bidding of the project nor prepare the Bidding documents for a Tenderer of the project or provide the consultation services for the tenderer.

5) 单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标，共同组成联合体投标的除外。

5) Different organizations which hA/Ve the same organization leader, holding relation or management relation shall not participate in the bidding of the same Tendering Project package, unless they establish a consortium for the bidding.

6) 只有在法律上和财务上独立、合法运作并独立于招标人的供货人才能参加投标。

6) only the legally and financially independent suppliers that operate legally and are independent from the tenderee are entitled to participate in the bidding.

7) 投标人应当于招标文件载明的投标截止时间前在国际招标网（以下简称“招标网”，网址：http://www.chinabidding.com）成功注册（免费）。 否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。

7) Tenderers shall register in the www. CHINABIDDING.COM (hereinafter referred to as “CHINABIDDING.COM”, website: http://www.chinabidding.com) successfully before the bid deadline stated in the tendering documents (free). Otherwise, the tenderers will not be entitled to enter the tendering procedures, and the consequences caused thereby shall be borne by themselves.

8) 若投标人为代理商，投标人应得到制造商同意其作为代理参与本次投标的合法授权。

8) If the tenderer is an agent, it shall be authorized legally and agreed by the manufacturer to participate in this bid as an agent.

9) 本招标不接受联合体方式投标。

3. 招标文件要求的范围包括核级液态金属钠，具体内容涉及设计、采购、制造、检查、测试、打包、运输、相关文献、服务和培训等。 在招标文件第七章和第八章中介绍了主要的技术资料和要求。

3. The scope required by the tendering documents includes nuclear-grade liquid metal sodium, which covers design, procurement, manufacturing, inspection, testing, packaging, transportation, related documents, services and training. Main technical information and requirements are presented in Chapters VII and VIII of the tendering documents.

4. 本项目不提供纸质招标文件，不收取费用。 所有愿意参与投标的人员均应在此期间完成中核集团电子采购网(http://ecp.cnnc.com.cn）的免费在线注册、在线报名工作，并下载招标文件。 在线报名技术支持联系方式详见网站首页。

4. No printed tendering documents will be provided for this Project, so no fee will be charged. All those who are willing to participate in the bidding shall complete the free online login and registration on the CNNC e-procurement website (http://ecp.cnnc.com.cn) and download the tendering documents during this period. See the homepage of this website for details of technical support for online registration.

5. 投标文件递交截止时间及地址：2018年9月21日上午9:00（北京时间），福建省宁德市霞浦县赤岸大道56号海悦大酒店B栋9楼开标会议室。 逾期提交的投标文件将被拒收。

5. Deadline and address for submission of bidding documents: September 21, 2018, 9:00 am (Beijing time), Bid-opening Meeting Room, 9th Floor, Building B, Haiyue Hotel, 56 Chian A/Venue, Xiapu County, Ningde City, Fujian Province. Late submission of bidding documents will be rejected.

6. 开标时间与投标截止时间相同，投标人代表可选择参与开标。 开标地点为：福建省宁德市霞浦县赤岸大道56号海悦大酒店B栋9楼开标会议室。

6. The bid-opening time is the same as the bid deadline, and the tenderer's representative may choose to participate in the bid-opening. Place of bid-opening: Bid-opening Meeting Room, 9th Floor, Building B, Haiyue Hotel, 56 Chian A/Venue, Xiapu County, Ningde City, Fujian Province.

7. 投标承诺书

7. Letter of commitment for bidding

要求投标人在开标前7日内向招标人提交投标承诺书，确认是否参与投标。

The tenderer is required to submit a commitment letter to the tenderee 7 days before the bid-opening to confirm whether to participate in the bidding.

按照招标文件第1部分和投标资料表15条的要求，所有标书均应附有投标保证金，否则将被视为非实质性响应而被否决。

In accordance with the requirements specified in Part 1 of the tendering documents and Article 15 of the Bid Data Sheet, each of the bidding documents shall be accompanied by a bid security, otherwise it will be considered as a non-substantive response and rejected.

9. 招标文件的保密要求和所有权

9. Confidentiality requirements and ownership of the tendering documents

所有的招标文件均属招标人所有，向投标人提供招标文件只是为了使投标人能够按照招标文件准备和提交标书。 在招、投标前后和招、投标期间，未经招标人许可，不得出于其它目的和用途泄漏和发布招标文件或附录中包含或参考的信息。 如果投标人违反了此处规定的保密责任，招标人可以自行决定无条件地取消相关投标人的投标资格。

All tendering documents are owned by the tenderee. The tendering documents will be provided to the tenderer only to enable it to prepare and submit its bidding documents in accordance with the tendering documents. Before, during and after the tendering and bidding, no information contained or referred to in the tendering documents or the appendices shall be disclosed or released for other purposes and uses without the permission of the tenderee. If the tenderer violates the confidentiality obligation specified herein, the tenderee may, at its discretion, unconditionally cancel the bidding qualification of this tenderer.
