3.1 投标人简要技术及资格要求： 资格标准： (1)设备制造厂商应具有十年以上生产与销售真空电弧镀设备的经验，需提供十年及以上的全球销售清单。 (2)一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收大陆关境内的公司所付出的外汇。） 主要技术要求： 极限真空度：不大于2.5X10-3Pa；压升率：不大于3Pa/s；每一炉次可加工不少于8件有效尺寸为Φ250mm?250mm的工件（单个工件最大重量3Kg），且能保证工件公转和自转。

(2) The bidder must be the contractor that has signed with vendee the contract on foreign trade for this project once the bid has been won. If the bidder is not qualified to sign with the vendee the contract on foreign trade, the accepted bid shall be abandoned.
